Himachal Pradesh Vidhan Sabha Wraps Up Productive Session with Key Legislative Achievements

The Himachal Pradesh Vidhan Sabha session concluded today, marking a significant period of legislative activity and detailed discussions. Speaker Kuldeep Singh Pathania highlighted the session’s productivity, with the government addressing a total of 845 starred and 289 unstarred questions raised by the members.

Throughout the session, members engaged in discussions on various subjects under different rules, including Rule 61, Rule 62, Rule 101, Rule 130, Rule 324, and Rule 344. Private member business was conducted on March 22 and March 27, while the budget estimates for 2025-26 were debated on March 24 and 25, culminating in the budget’s passage through guillotine on March 26.

During zero hour, 24 subjects were raised by members, with 15 being discussed meaningfully. Some topics were deemed beyond the scope of assembly rules.

Key Bills Passed

The House successfully passed ten government bills, including two significant pieces of legislation: the Himachal Pradesh Organized Crime (Prevention and Control) Bill, 2025, and the Himachal Pradesh Narcotics and Controlled Substances (Prevention, De-addiction, and Rehabilitation) Bill, 2025. These bills aim to combat organized crime and enhance the state’s efforts in drug abuse prevention and rehabilitation.

The session also saw active participation from the public, with 1,180 students from government and private educational institutions observing the proceedings, reflecting a growing interest in the democratic process.

Speaker Pathania also reflected on the previous winter session’s productivity, noting that it consisted of four meetings lasting 21 hours and 30 minutes, with a productivity rate of 106 percent. During that session, members raised 317 queries through questions.
