Himachal Education Dept Moves to Ease Teachers’ Workload with Clear Duty Roster
In a welcome move for educators, the Himachal Pradesh Education Department has issued a comprehensive duty roster for government schools across the state, aiming to ease the growing non-academic workload on teachers and bring more clarity to the distribution of responsibilities.
The Directorate of Education has instructed all Deputy Directors and school heads to follow a model framework while assigning non-teaching duties. These responsibilities are now to be allocated based on teachers’ subject expertise and professional category, so they spend less time on administrative work and more time focusing on classroom teaching and academic development.
As per the new guidelines, no teacher will be burdened with more than two non-academic duties. However, schools with fewer than 10 teachers have been allowed some flexibility to make additional assignments if unavoidable. School heads have also been given the freedom to adjust the roster to meet local needs, ensuring practical implementation on the ground.
Special consideration has been given to teachers of Science and Mathematics at the TGT level, who are advised to be assigned fewer administrative tasks wherever possible. Teachers from Medical and Non-Medical streams are also expected to receive relief from extra duties so that instructional quality and academic continuity are not compromised.
The duty roster clearly defines responsibility mapping. Scholarship-related work will be handled by History Lecturers or TGT Arts teachers, while examination duties have been assigned to teachers of Mathematics, Economics, or Hindi. Eco Club activities will primarily fall under the supervision of Biology teachers or those from the Medical stream.
For sports and physical education activities, DPEs and PETs have been designated as responsible authorities. Digital Libraries and ICT-related work will be managed by Computer Science and IT teachers, ensuring better use of technical expertise. Programmes like Scouts and Guides will be overseen by DPEs, PETs, C&V teachers, and Shastri teachers.
The guidelines also extend to important initiatives such as NSS, NCC, libraries, Samagra Shiksha, disaster management, U-DISE, Robotics Labs, and Atal Tinkering Labs. While the Department has clarified that this framework is being implemented as a model arrangement for now, school heads have been encouraged to adopt it as a priority.
Another key provision addresses co-located schools. In institutions situated within a 500-metre radius, teachers of the same school will take care of duties related to primary sections, helping to avoid duplication of work and ensure smoother operations.
The move has been widely welcomed by teachers, who have long raised concerns about excessive non-teaching responsibilities. Many believe that a more transparent and balanced distribution of duties will allow them to concentrate better on academics, ultimately benefiting students and improving overall educational outcomes.
