Himachal’s First-Ever MSP for Fish: A Lifeline for Reservoir Fishermen

For the first time in Himachal Pradesh’s history, the government has taken proactive steps to uplift the fishermen community, introducing landmark reforms to strengthen the fisheries sector and secure livelihoods. Announced in the 2026–27 Budget by Chief Minister Thakur Sukhvinder Singh Sukhu, these measures aim to protect reservoir fishermen from market fluctuations, ensure fair pricing, and boost incomes.

The most significant move is the introduction of a Minimum Support Price (MSP) of ₹100 per kilogram for reservoir fish. If auction prices fall below this, the government will provide a subsidy of up to ₹20 per kilogram directly into fishermen’s bank accounts, ensuring transparency and fair remuneration.

In another relief measure, the royalty rate on reservoir fish has been slashed to just 1%, down from 15% earlier. This decision will directly benefit over 6,000 fishermen, easing their financial burden and increasing net income.

Himachal’s five major reservoirs—Gobind Sagar, Pong Dam, Ranjit Sagar, Chamera, and Kol Dam—are already showing positive results. With annual stocking of advanced fingerlings, reservoir fish production has risen from 549 metric tonnes in 2022–23 to 818 metric tonnes in 2025–26. Overall fish production has also grown, crossing 20,000 metric tonnes in 2025–26, reflecting the sector’s momentum.

These progressive policies are expected to strengthen the reservoir fisheries economy, promote sustainable practices, and expand opportunities for fishing communities. By reducing financial stress and ensuring fair prices, the government is not only supporting fishermen but also boosting rural employment and the state’s economy.
