No resolution was passed in Junga Panchayat due to lack of quorum
A Gram Sabha meeting was held in Junga Gram Panchayat under the chairmanship of Pradhan Ramlal. No resolutions were passed at the meeting due to a lack of the required quorum. The Gram Sabha required the presence of 230 members, but only 164 villagers attended.
Although various topics, including the VBG-Ramji scheme, the drug de-addiction campaign, and cleanliness, were discussed at the meeting, villagers were also administered a cleanliness pledge, formal resolutions on these topics could not be passed due to a lack of quorum.
When this issue was discussed with intellectuals from the 12 panchayats of Junga tehsil, they stated that the increasing number of Gram Sabhas is also being considered a reason for low participation in the meetings. They stated that the frequent Gram Sabhas often lead to a decline in public interest and participation. Intellectuals argue that poor people cannot express their views in Gram Sabhas, which leads to the Pradhan and Up-Pradhan allocating individual schemes to those with resources.
On the other hand, villagers also cited the lack of timely Gram Sabha information as a reason for low attendance. They said that if information about the meeting was timely delivered to every family at the Panchayat level, more villagers could participate. Previously, the Panchayat Chowkidar’s door-to-door delivery of information provided information to people about the topics to be discussed in the meeting. However, now ward members fulfill their responsibility by posting messages in the group.
People reported that in panchayats where secretary positions are vacant, watchmen only report to the Panchayat houses once or twice a month. They demanded that Panchayat watchmen mark their attendance through Swift Chat, so that they are available at the Panchayat house during office hours. They also demanded a strengthened system for timely dissemination of Gram Sabha information to every family.
