Himachal Unveils Homestay Rules-2025: Easier Registration, Cultural Focus, and Enhanced Safety
In a landmark move to boost tourism and simplify business for local hosts, the Himachal Pradesh government has officially notified the Homestay Rules-2025, introducing sweeping reforms for homestay and Bed & Breakfast (B&B) operators across the state.
The new rules, issued by the Department of Tourism and Civil Aviation, eliminate the need for No Objection Certificates (NOCs) from police and panchayats, replacing them with a streamlined online registration system. Applications will now be processed within 60 days, and if no decision is made within that timeframe, eligible applications will be automatically approved.
Tiered Categories and Fee Structure
Homestays will now be classified into Silver, Gold, and Diamond categories, each with distinct registration fees based on location:
- Silver: ₹3,000–₹8,000
- Gold: ₹6,000–₹12,000
- Diamond: ₹10,000–₹18,000
Special incentives include a 5% discount for women entrepreneurs, a 50% fee reduction for homestays in remote Pangi, and a 10% rebate for advance registration over three years.
Updated Room Standards and Amenities
To ensure guest comfort, the government has revised minimum room sizes. Existing homes must offer at least 100 sq. ft. for double beds and 80 sq. ft. for single beds, while new constructions require slightly larger dimensions. Bathrooms must be at least 25–30 sq. ft., depending on the category.
Homestays are limited to six rooms (12 beds), with attached toilets mandatory—though rural units may opt for separate facilities.
Taxation and Utility Changes
Gold and Diamond category homestays will now be subject to GST and TIN regulations, and will pay commercial rates for electricity and water. Silver category units will continue to enjoy domestic utility rates.
Promoting Himachali Heritage
In a bid to preserve and promote local culture, homestay operators must serve traditional Himachali cuisine, showcase local architecture, and support regional handicrafts.
Mandatory Safety and Service Standards
To enhance guest safety and service quality, the rules mandate:
- CCTV surveillance
- Fire safety equipment
- Emergency exits
- Cleanliness protocols
- Minimum wage for staff
- Display of medical contacts
- Security arrangements
- Passport documentation for foreign guests
Digital billing and online payment options are also compulsory, along with maintaining guest registers and issuing verified receipts.
Boosting Responsible Tourism
Officials say the revised rules aim to foster responsible tourism, improve ease of doing business, and raise the overall standard of hospitality in Himachal Pradesh. While premium categories face stricter compliance, the removal of bureaucratic hurdles like NOCs is expected to encourage more homeowners to participate in the tourism economy.
The government has emphasized that all homestay units must register with the Tourism Department to operate legally, warning that violations will invite strict penalties.
