Himachal Pradesh Begins Preparations for First-Ever Fully Digital Census in 2027

Himachal Pradesh has formally kicked off preparations for Census 2027, marking a major shift as the exercise will be conducted entirely in digital mode for the first time. The state government has issued a detailed notification outlining the timeline and process for this large-scale enumeration.

As per the schedule, the Census will be carried out in two distinct phases, starting in mid-2026. The first phase, which focuses on houselisting and the housing census, will take place from June 16 to July 15, 2026. To make the process more citizen-friendly, residents will also have the option of self-enumeration, available for 15 days prior to the official start of this phase.

The second phase, known as Population Enumeration, is scheduled for February 2027. However, keeping Himachal Pradesh’s challenging terrain in mind, especially in snow-bound regions, the government has decided to conduct enumeration in these areas earlier, in September 2026, to ensure smooth access and complete coverage.

Census 2027 will be India’s first fully digital census, with enumerators collecting information through mobile applications. At the same time, citizens will have the convenience of submitting their data online. This massive data collection exercise will be conducted across all states and Union Territories in two phases.

The state government has urged residents to cooperate fully with census officials and share accurate information. Officials emphasized that the Census serves as the most reliable source of grassroots-level data, covering villages in rural areas and wards in urban regions.

The information gathered includes details on housing conditions, basic amenities, assets, population demographics, literacy, religion, migration, fertility, and economic activity. This data plays a critical role in shaping public policy, governance decisions, and the implementation of welfare schemes at both state and central levels.

Authorities also pointed out that census data is essential for delimitation and reservation of constituencies for Parliament, State Assemblies, Panchayats, and Urban Local Bodies, underlining its long-term administrative significance.

Under the Census law, every individual is legally required to provide truthful information and allow census officials access to premises for enumeration-related work. Providing false details, refusing cooperation, or obstructing officials can invite penalties under the law.

At the same time, the government has assured citizens that all information collected will remain strictly confidential and cannot be used as evidence in civil or criminal cases, except in matters involving violations of Census provisions.

With the notification now issued, Himachal Pradesh has officially begun groundwork for this landmark digital census exercise, setting the stage for a more efficient and technology-driven data collection process.
