Village Committees to Take Lead in Protecting Himachal’s Drinking Water Sources
In a significant step towards strengthening water security in rural Himachal Pradesh, Village Water and Sanitation Committees (VWSCs) will now play a larger role in safeguarding and managing drinking water sources under the Jal Jeevan Mission 2.0. The state government has entrusted these committees with additional responsibilities to monitor water availability, track quality concerns and support conservation efforts at the Gram Panchayat level.
Acting on the request of the Jal Shakti Department, the Panchayati Raj Department has issued a notification assigning the functions of the Gram Panchayat Source Augmentation Committee (SSC) to the already existing VWSCs. The move, notified through the official gazette on Tuesday, is aimed at improving village-level management of water resources while avoiding the need to create separate committees.
The decision has been taken under the Himachal Pradesh Panchayati Raj Act, 1994, with a focus on ensuring the long-term sustainability of drinking water sources. By bringing these responsibilities under the VWSCs, the government hopes to promote regular monitoring, timely maintenance and better protection of water resources across rural areas.
Under the revised framework, VWSCs will maintain detailed records of all drinking water sources within their Gram Panchayats and provide essential data for digital monitoring systems. The committees will also support the upkeep and protection of these water sources to ensure a reliable supply of safe drinking water.
A key aspect of their role will be monitoring water quality. The committees will assist in testing water through laboratories and Field Test Kits (FTKs), while also reporting concerns such as drying water sources, turbidity, leakages and contamination issues to higher authorities for prompt action.
Beyond monitoring, VWSCs will contribute to planning for future water needs by helping prepare water budgets and Gram Panchayat Development Plans (GPDPs). They will also oversee small-scale recharge and source conservation projects designed to improve the sustainability of local water supplies.
To implement conservation initiatives effectively, the committees will work in coordination with government programmes such as VB-G Ram Ji and the Watershed Development Component of the Pradhan Mantri Krishi Sinchayee Yojana (WDC-PMKSY) 2.0. Technical guidance and support will be provided by the Jal Shakti Department to help the committees carry out their expanded responsibilities.
The notification has been circulated to Deputy Commissioners, Chief Engineers, District Panchayat Officers and Block Development Officers across the state for implementation.
The initiative is expected to encourage greater community participation in water conservation and strengthen coordination between local bodies and government departments, helping secure sustainable drinking water supplies for rural communities across Himachal Pradesh.
