Himachal Plans Welfare Cess on Fuel to Support Widows and Orphans

The Himachal Pradesh government has taken a step toward strengthening social welfare by initiating the process to levy a special cess on petrol and diesel, aimed at supporting widows and orphaned children in the state.

The move follows the approval of the Himachal Pradesh Value Added Tax (Amendment) Act, 2026, after which the State Excise and Taxation Department issued directions to district officials to begin preparatory work. However, the government is yet to decide the exact cess amount or the date of implementation.

As per the amended law, the government now has the authority to impose an “Orphan and Widow Cess” of up to ₹5 per litre on petrol and high-speed diesel. The cess will be collected from dealers at the point of the first sale, with the final rate to be notified later.

The funds generated through this levy will be directed to a dedicated Orphan and Widow Welfare Fund, which is intended to provide financial support to economically weaker sections of society, particularly those who often struggle for basic security and livelihood.

While the proposal carries a strong social intent, it has also sparked debate. Opposition parties had raised concerns during the Budget Session of the Assembly, arguing that any additional burden on fuel could further impact people already dealing with rising prices and inflation.

Addressing these concerns earlier, Chief Minister Sukhvinder Singh Sukhu clarified that the bill was introduced primarily to obtain the legal framework for such a cess. He assured that the government would take a balanced decision on whether and how much to impose, keeping public interest in mind. Importantly, he also highlighted that the government retains the option of not implementing the cess at all if deemed necessary.

The official justification attached to the bill also emphasizes that the government will ensure the cess, if introduced, does not place an undue burden on consumers.

The development comes at a time when fuel prices are already seeing an upward trend at the national level, adding to the sensitivity around any new fuel-related levy.

With the legislative approval now in place, the state government is expected to take a final call on the cess and its rollout soon, balancing the need for social welfare with the economic concerns of the public.
