Justice in Motion: Himachal High Court Embraces Speed, Technology, and Fairness

In a significant stride toward faster and more accessible justice, the Himachal Pradesh High Court has made remarkable progress in clearing case backlogs, embracing technology, and prioritizing citizen-centric reforms. Between December 2024 and July 2025, the Court disposed of 35,940 cases—nearly matching the 37,083 new cases filed during the same period—despite operating with five fewer judges than its sanctioned strength.

Since January 2025, the Court has resolved 929 cases that had been pending for over five years, demonstrating its commitment to tackling long-standing delays. As part of a nationwide initiative titled “Mediation for the Nation,” the Court is also encouraging amicable settlements through a 90-day mediation drive, helping reduce the burden on the judicial system.

Technology is playing a key role in these reforms. In May 2025, the Court successfully piloted live streaming of proceedings in Court No. 3, with plans to expand this feature to other courtrooms—bringing transparency and public access to the heart of the judicial process. Additionally, mandatory e-filing of tax appeals from March 2025 marks a shift toward paperless operations.

Sensitive cases involving women, children, senior citizens, and convicts in jail are receiving time-bound attention under a strict action plan aligned with Supreme Court guidelines. Special benches have been set up to fast-track older cases, ensuring justice is not delayed for those who’ve waited the longest.

A major digitization drive is also underway, covering all pending and disposed case records across the High Court and District Judiciary. This initiative aims to streamline access to legal documents and improve archival efficiency.

To support lower courts, the High Court has rolled out a multi-tiered action plan with revised disposal norms and quarterly targets for judicial officers—ensuring consistent progress across the state.

These reforms reflect the Himachal Pradesh High Court’s unwavering dedication to delivering timely, transparent, and technology-driven justice, while staying rooted in the needs of the people it serves.
