Sardar Patel’s Vision of the Nation Is Not Merely History, but a Guide for Contemporary India: Scholars Deliberate at IIAS

In-depth deliberations on federalism, Hyderabad, India’s administrative system, Kashmir, the Hill States and Somnath mark the second day of the International Seminar

The second day of the three-day International Seminar on “Sardar Patel’s Vision: Integration, Unification and Federalism,” being organised at the Indian Institute of Advanced Study (IIAS), Rashtrapati Niwas, Shimla, witnessed extensive academic deliberations by eminent historians, academicians and researchers from India and abroad on diverse dimensions of Sardar Vallabhbhai Patel’s vision of nation-building. The speakers underlined that Patel’s ideas should not be viewed solely within the historical context of the integration of the princely states; rather, they require serious re-examination in the context of India’s administrative system, national unity, constitutional governance and the contemporary challenges of nation-building.

International participation was a notable feature of the second day of the seminar. Professor Kundan Singh of Sofia University, speaking online on “Sri Aurobindo and Sardar Patel,” highlighted the intellectual dimensions of both personalities in relation to the nation and India’s civilisational consciousness. Professor Lavanya Vemsani of Shawnee State University, Ohio, USA, analysed Sardar Vallabhbhai Patel’s role in the liberation of Hyderabad State. Professor Santosh Kumar Rai of the Department of History, University of Delhi, presented his views on Patel’s role in the foundational structure of the Indian administrative state and the Indian Civil Service. The session was chaired by Dr Aayushi Ketkar of the Special Centre for National Security Studies, Jawaharlal Nehru University.

The subsequent session featured a focused discussion on Sardar Patel’s contribution to nation-building and Gandhian statecraft. Dr Christou Doss of the Centre for Historical Studies, Jawaharlal Nehru University, described Sardar Patel as one of the principal builders of modern India and analysed his political and administrative contributions. Professor Gita Dharampal, formerly associated with the South Asia Institute, Heidelberg University, and Honorary Dean of Research at the Gandhi Research Foundation, delivered an online lecture on “Integration as Dharma: Sardar Patel’s Gandhian Statecraft and the Making of Bharat.” She emphasised the need to understand the process of integration not merely as a political strategy, but within the broader framework of duty, responsibility and a moral vision towards the nation. The session was chaired by Dr Manoj Sharma, Member Secretary, Indian Council of Historical Research.

In another academic session focusing on Sardar Patel’s strategy for the integration of various princely states, Professor Muktikanta Mohanty, Fellow, IIAS, analysed Patel’s strategic efforts in integrating the princely states of Odisha. Professor Brijendra Pandey, Fellow, IIAS, reflected on the complex circumstances confronting the nation during the critical transitional period of independence and Sardar Patel’s role in navigating them. Dr Avkash Daulatrao Jadhav of St. Xavier’s College, Mumbai, presented a study of Sardar Patel’s determined and indefatigable leadership, with particular reference to the influence of Mazzini. The session was chaired by Professor Veenu Pant, former Head of the Department of History, Sikkim University.

The afternoon session witnessed serious deliberations on historical questions relating to Kashmir, K. M. Munshi and the integration of the Punjab Hill States. Dr Ankush Bhardwaj of the Department of History, Himachal Pradesh University, reassessed historical debates concerning Patel, Nehru and the Kashmir question. Dr Rajesh Kumar Chauhan of Children’s Research University, Gandhinagar, presented his views on the historical thought and historical writing of Sardar Patel and K. M. Munshi. Professor Om Parkash Sharma, former Tagore Fellow, IIAS, highlighted Sardar Patel’s contribution to the integration of the Punjab Hill States. The session was chaired by Professor Seema Singh of the Campus Law Centre, University of Delhi.
The final academic session of the second day centred on questions of national memory, national identity and cultural resurgence. Dr Prateek Kumar of Ram Lal Anand College, University of Delhi, analysed the Statue of Unity through the lens of monumentalism, memory and national identity. Shri Sushant Bharti, Conservation Architect, New Delhi, delivered a lecture on Sardar Patel and the reconstruction of the Somnath Temple in the context of archival memory and national revival. The session was chaired by Professor R. C. Sinha, National Fellow, Indian Institute of Advanced Study.

A significant theme emerging from the academic deliberations over the first two days was that political integration, administrative resolve, constitutional order and cultural consciousness were deeply interconnected elements of Sardar Patel’s vision of the nation. Drawing upon historical sources and contemporary contexts, the speakers observed that national unity cannot be confined merely to the creation of geographical boundaries; it also requires strong institutions, responsive administration and a shared national consciousness.

International Seminar to Conclude Tomorrow with the Valedictory Address by Hon’ble Dr Justice Swarana Kanta Sharma

On the third and final day of the seminar, 12 July, various academic sessions will be conducted online. Scholars and researchers from across the country will present papers on significant themes including Indian fiscal federalism, national integration in the context of Viksit Bharat, refugee rehabilitation, Sardar Patel’s conflict-resolution strategy, his administrative vision, national security, strategic realism in relation to China, the integration of Cooch Behar into India, and Indian federalism in contemporary constitutional discourse.

The valedictory session of the three-day International Seminar will be of particular significance. Hon’ble Dr Justice Swarana Kanta Sharma of the High Court of Delhi will deliver the Valedictory Address. In the light of her judicial and legal experience, her address is expected to provide an important contemporary perspective to the wide-ranging academic deliberations on national unity, constitutional governance, federalism and nation-building held during the seminar.

During the valedictory session, Professor Himanshu Kumar Chaturvedi, Director, Indian Institute of Advanced Study, will deliver the welcome address, while Dr Gurpreet Singh, Fellow, IIAS and Co-convener of the seminar, will present a report on the three-day academic deliberations. Shri Akhilesh Jha, Guest of Honour, will make a special presentation on “Vande Mataram.” This will be followed by the Valedictory Address by Hon’ble Dr Justice Swarana Kanta Sharma, High Court of Delhi. Professor Shashi Prabha Kumar, Chairperson, Indian Institute of Advanced Study, will deliver the Chair’s remarks, while Dr Rajeev Kumar Mishra, Librarian and In-charge ARO, IIAS, will propose the vote of thanks.
