Kisan Sabha seeks resolution of demands regarding Luhri Hydropower Project

Farmers associated with the 310-megawatt Luhri Hydropower project have submitted a comprehensive memorandum to the Deputy Commissioner of Shimla, addressing critical issues faced by farmers in affected Panchayats such as Neerath, Delath, Duttnagar, Badach, Karangla, Shamthala, Bhutti, Kirti, and Thanedhar.

The memorandum highlights several pressing concerns, including fair compensation for crop losses due to dust. According to the 2011 government policy, affected areas within 300, 600, and 900 meters radius from the project site must be identified for compensation. However, Kisan Sabha reports that compensation for dust damage has been only partially distributed, leaving several Panchayats awaiting assessment and compensation for the years 2021-22.

While Gram Panchayat Nirath received compensation for blasting-induced cracks, surveys in other affected Panchayats remain incomplete. The memorandum urgently calls for timely surveys and fair compensation distribution.

Additionally, the memorandum emphasizes the need to employ local youth in the project, aligning with the rehabilitation and resettlement policy. Measures to prevent landslides in Narula village caused by project-related blasting are also urged, with a deadline set for September 30, 2024.

To address natural water source damage, the Kisan Sabha proposes compensatory measures and suggests utilizing dam water for irrigation in affected areas. Furthermore, the completion of developmental works under the Local Area Development Authority (LADA) and ensuring 12 percent free electricity are emphasized.

The committee criticizes the government’s ineffective implementation of the rehabilitation policy and demands either employment opportunities or compensation of Rs 5 lakh for land-losing families.

Rapid urbanization resulting from the project necessitates the construction of a proper sewerage system in Nirath, Dattanagar, and Bhadrash.

In a related development, a 50-member delegation led by former CPM MLA Rakesh Singha met with Himachal Pradesh Chief Secretary Prabodh Saxena. They demanded action against the hydropower company Ritvik for illegally dumping debris into the Satluj River. Mr. Singha protested at the dumping site, drawing attention to environmental violations.

The Himachal Kisan Sabha urges swift resolution of these issues to mitigate adverse impacts on local farmers and promote sustainable development in the region.
