Concerns Raised by Kisan Sabha Over Jal Shakti Department Recruitment

Reservation for Divyang and Inclusion of Income-Unemployment Certificates in Selection Process Demanded

The Kisan Sabha has raised questions over the recruitment process initiated by the Jal Shakti Department’s divisional office in Kasumpti for 40 posts across various categories. Dr. Kuldeep Singh Tanwar, State President of the Kisan Sabha, stated that no reservation has been provided for the Divyang (differently-abled) category in this recruitment, which he termed as an injustice to this group. He demanded that the government provide reservation to Divyang individuals as per the rules.

Dr. Tanwar also raised questions about the selection process, pointing out that the notification does not include any provision for income certificates and unemployment certificates, whereas an experience certificate has been made mandatory for the posts of Multipurpose Worker. He expressed apprehension that making the experience certificate compulsory could compromise transparency and increase the possibility of corruption.

He emphasized the need for rationalization of employees in the department, stating that there should be clear criteria for determining the number of staff for each scheme. Citing the example of a panchayat under the Koti Jal Shakti subdivision, he mentioned that approximately 15 employees are deployed for two irrigation and two drinking water schemes in a panchayat with a population of around 1,200, out of which 10 employees are working solely on the two drinking water schemes.

Meanwhile, unemployed youth have alleged that even in the 2024 recruitment, income and unemployment certificates were not demanded, which benefited youths from financially capable families. They also alleged that despite the minimum qualification for Multipurpose Worker posts being Class 8 pass, candidates with technical diplomas were selected. They further claimed that the condition of experience certificates in the current recruitment is forcing unemployed youths to run around contractors.

On the other hand, Vinod Sharma, Executive Engineer of the Jal Shakti Division, Kasumpti, stated that the recruitment is being conducted based on the parameters set by the government and that the selection process is completely transparent.
