Himachal Govt Restructures Revenue Department, Introduces State Cadre System

In a major administrative reform, the Himachal Pradesh government has officially designated Naib Tehsildars, Kanungos, and Patwaris of the Revenue Department as a state cadre, replacing the previous district and divisional cadre system. A notification to this effect was issued on Saturday, despite opposition from revenue employees advocating for the retention of the district-based structure.

With this decision, revenue officers and staff can now be transferred anywhere within the state, ensuring uniform administration. The government has also redefined appointment and disciplinary authorities: the Additional Chief Secretary, Principal Secretary, and Secretary-cum-Finance Commissioner (Revenue) will oversee Naib Tehsildars, while the Director of Land Records, Himachal Pradesh, will handle Kanungos and Patwaris in matters of appointments, disciplinary actions, and seniority.

Although the state cadre system is now in place, recruitment for vacant posts of Naib Tehsildars, Kanungos, and Patwaris will continue under existing rules until new regulations are formally adopted.

Revenue employees have voiced strong opposition to this shift, submitting multiple representations urging the government to reconsider. However, the state government remains resolute, asserting that the move will streamline administration, enhance efficiency, and improve revenue operations across Himachal Pradesh.
