A Shift Towards Transparent Hiring : Himachal Govt Ends Outsourced Recruitment of Staff Nurses
In a significant move aimed at bringing greater transparency to healthcare recruitment, the Himachal Pradesh government has announced that staff nurses will no longer be hired through outsourcing agencies. Instead, future appointments will be made through a merit-based selection process conducted by the State Selection Commission.
Speaking during Question Hour in the Legislative Assembly on Wednesday, Chief Minister Sukhvinder Singh Sukhu said the government is taking concrete steps to reduce dependency on outsourced recruitment in the Health Department. He emphasised that staff nurse appointments will now be based solely on performance in written examinations, ensuring a fair and transparent process for aspiring candidates.
Making his stand clear, Sukhu said recommendations from influential figures, including the Chief Minister, former Chief Ministers or even the Assembly Speaker, would carry no weight in the recruitment process. According to him, only candidates who secure a place on the merit list will be eligible for appointment.
Paramedical Recruitment to Continue Under Existing Rules
While announcing changes for staff nurse recruitment, the Chief Minister stated that appointments to paramedical posts would continue under the current recruitment framework. However, he hinted that reforms in the recruitment process for these positions could be considered in the future.
Sukhu also reiterated the government’s commitment towards part-time multi-task workers, saying those appointed under the state policy would eventually be regularised and receive pension benefits after retirement.
Balancing Outsourcing and Workers’ Rights
Explaining the existing outsourcing system, the Chief Minister noted that outsourced employees are hired through private agencies. While such agencies have the authority to remove employees if they are dissatisfied with their performance, the government will not hesitate to act against companies that unfairly deduct wages or exploit workers.
He pointed out that outsourcing has been a long-standing practice in Himachal Pradesh and has been in place since the tenure of former Chief Minister Prem Kumar Dhumal.
Opposition Raises Concerns
Leader of the Opposition Jairam Thakur questioned the way outsourcing appointments have been handled, alleging that some contractors involved in recruitment had previously contested elections on Congress tickets or served as party office-bearers. He further warned that the registration of new outsourcing agencies could become a subject of investigation in the future.
Responding to these allegations, Sukhu maintained that the rules governing the empanelment of outsourcing firms remain unchanged from the previous BJP government’s tenure. In a lighter moment during the debate, he remarked that Jairam Thakur seemed particularly concerned about a contractor from Seraj and jokingly suggested he could request the contractor to employ some of Thakur’s supporters as well.
BJP Legislators Flag Local Issues
The discussion also saw BJP MLA Deepraj raising concerns about the removal of outsourced workers and alleging that around 700 people had been engaged through outsourcing channels in the Shillai area. He additionally questioned reports of a ₹500 fee being charged for the appointment of water carriers in Karsog.
Addressing the issue, the Chief Minister clarified that outsourcing is intended for procuring services rather than facilitating direct government appointments. He added that if the allegation regarding the engagement of 700 individuals in Shillai was accurate, the concerned MLA should present supporting details before the House.
Meanwhile, BJP MLA Hansraj criticised the government for not yet framing a comprehensive policy for outsourced workers, despite repeated assurances that such a framework would be introduced.

The government’s decision to recruit staff nurses exclusively through competitive examinations marks a notable shift in Himachal Pradesh’s approach to healthcare staffing. By placing merit at the centre of the recruitment process, the administration hopes to strengthen public confidence in government hiring while reducing concerns surrounding outsourcing and political influence.
