Chester Hills Case Reopened: Govt Orders Action on Land Law Violations
The Chester Hills housing project controversy in Solan has taken a fresh turn, with the Himachal Pradesh government directing the Deputy Commissioner (DC) of Solan to initiate proceedings for alleged violations of Section 118 of the HP Tenancy and Land Reform Act, 1972.
This decision follows a re-examination of the case at the highest level, overturning a December 6, 2025, order by the Chief Secretary (Revenue) that had earlier set aside the SDM’s inquiry report. The Additional Chief Secretary (Revenue) has now asked the DC to move forward with proceedings so that suitable action can be taken against the project.
The SDM’s report, submitted on November 13, 2025, had recommended vesting of land and action under Section 118 and the Benami Act, after complaints were filed by Rajiv Shandil and the Association of People Chester Hills. Allegations of undue favour extended to the project by Acting Chief Secretary Sanjay Gupta have further fueled the controversy, with Gupta denying wrongdoing and pointing to his predecessors.
Former CPM leader and ex-Shimla Mayor Sanjay Chauhan has demanded Gupta’s removal and an FIR against him for alleged misuse of his position. He also called for the immediate implementation of the Municipal Commissioner’s order to demolish illegal construction carried out by the Chester Hills project.
The latest directive signals renewed scrutiny of the housing project, which has already sparked political clashes, public concern, and questions about governance and accountability in Himachal Pradesh.
