1683 crore Parwanoo-Solan project is complete, work is progressing on other sections

In response to a question asked by BJP MP Suresh Kashyap in the Lok Sabha, the central government has provided detailed information on the progress, cost, and reasons for delays in the Parwanoo-Shimla four-lane project. Road Transport and Highways Minister Nitin Jairam Gadkari stated in a written reply to the Lok Sabha that work is progressing in various stages of the project, and that several important sections have been completed.

In a question in the Lok Sabha, MP Suresh Kashyap sought information from the government on the amount of funding approved so far for the Parwanoo-Shimla four-lane project, its physical and financial progress, and the reasons for the delays. He also asked what steps the government was taking to permanently address the problem of landslides and traffic disruptions on this route during the monsoon season.

In his reply, the Union Minister said that an amount of thousands of crores of rupees has been sanctioned for various parts of the project and work is going on in different phases.

The project was approved for four-laning of the Parwanoo-Solan section (NH-22, new NH-05) from Km 67,000 to Km 106,139, at a cost of ₹1,683.31 crore. This section has achieved 100% physical and 100% financial progress, and is fully completed.

Similarly, ₹1,519.53 crore was approved for the four-laning of the Solan-Kaithlighat section (km 106.139 to km 129.050). The project has achieved 91.05 percent physical progress and 86.03 percent financial progress so far. The Provisional Completion Certificate (PCC) for this section was issued on November 24, 2025.

Additionally, work is underway on a project worth approximately ₹2,742.91 crore under the Shimla Bypass package, from Kaithlighat to the Shakral/Dhali area. This section has achieved 53 percent physical progress and 51.5 percent financial progress, and work is currently underway.

Similarly, work is underway on the Rs 3005.24 crore project for construction of Shakral-Dhali section (design length about 10.985 km), which has recorded 51.54 per cent physical progress and 54.04 per cent financial progress.

The Union Minister also said that there were several reasons behind the delay in work in some parts of the project, including extremely heavy rainfall in 2023 and 2025, incidents of landslides and problem of availability of dumping sites at some places.

He said the National Highways Authority of India (NHAI) has identified a total of 85 vulnerable locations along the Parwanoo-Solan-Kaithlighat road. Permanent and long-term slope protection works have been completed at 65 of these locations, while work is ongoing at the remaining locations.

The Union Minister said that in view of the problem of landslides and traffic disruption on the route during monsoon, solutions are being ensured through slope stabilization, better drainage system and permanent structures.

BJP MP Suresh Kashyap said that thanks to the efforts of the central government, the Parwanoo-Shimla four-lane project is progressing rapidly, and its completion will greatly benefit tourism, trade, and transportation in the state. He said that the central government is continuously working to strengthen Himachal Pradesh’s infrastructure, and the state will benefit greatly in the future.

In response to a question from BJP MP Harsh Mahajan, the Central Government provided detailed information on the funds received by Himachal Pradesh under education schemes.
