Strict Guidelines Issued for Fireworks Sale in Shimla Ahead of Diwali

Additional District Magistrate (Law & Order), Ajit Bhardwaj, announced today that a covert ban will be in place on imported fireworks, unauthorized constructions, and illegal sales in Shimla during Diwali, prioritizing public safety.

Bhardwaj highlighted that past years have witnessed numerous accidents linked to the manufacturing of illegal fireworks, leading to fatalities and injuries. There have also been reports of illegal crackers being imported, containing hazardous chemicals that are prohibited under Indian law.

He emphasized that all fireworks vendors must strictly adhere to the licensing conditions under forms LE-3 and LE-5. Only permitted items like colorful/star matchsticks and roll/dot caps are allowed, while fireworks containing lithium, antimony, mercury, arsenic, lead, and strontium chromate are strictly banned. Fireworks must not be sold to anyone under 18 years of age. Emergency exit gates in licensed shops must remain unobstructed, and vendors should ensure enough space for safe storage of fireworks. Fireworks must be stored securely and not kept open in shops. No smoking or open flames will be permitted near the storage or sale of fireworks.

Additionally, Bhardwaj called for proper training of vendors and workers on the dangers of fireworks and the safe handling of products. Fire extinguishers and sand buckets should be readily available at all times, with personnel trained in their use.

He also mandated that fireworks be stored in separate sheds made of fire-resistant materials during Diwali. These sheds must be at least 3 meters apart, with a 50-meter distance maintained for safe operation. Sheds should not face each other, and there should be a central electrical switch system to cut off power in case of fire. Public displays are prohibited within 50 meters of these sheds, and no more than 50 shops will be allowed at any one location.

These guidelines have been issued to ensure public safety and prevent any accidents during the festive season, Bhardwaj noted. Violators will face strict action under Rules 127 and 128 of the 2008 regulations.
