How a Fishing Boom in Himachal is Changing Lives – Record Catch, Real Support, and New Hope


Over the past three years, Himachal Pradesh’s fisheries sector has quietly turned into a lifeline for thousands of rural families. Under Chief Minister Thakur Sukhvinder Singh Sukhu, what was once a small-scale activity is now a thriving engine of jobs, income, and community strength.

Here’s what that looks like on the ground:

· A ₹972 crore economy – thanks to 60,800 metric tonnes of fish produced in just three years.
· 1,553 new livelihoods created – not just numbers, but real people now running small businesses, from fish farming to transport.
· Over 43,700 fishermen who now have accident insurance or Kisan Credit Cards – a safety net many never had before.

More fish, more income – year after year

Between January 2023 and March 2026, Himachal’s waters yielded nearly 61,000 tonnes of fish. And the growth has been steady:

· 2023-24: 17,722 tonnes
· 2024-25: 19,020 tonnes
· 2025-26: 20,006 tonnes

That’s not just statistics. That’s more money in the pockets of fishermen and fish farmers across the state.

New tech, new opportunities

Modern methods like biofloc fish farming, recirculating aquaculture systems (RAS), pond-based farming, and trout culture are helping rural youth earn a living even where land or water is scarce. The government has also stepped in to help with marketing – providing motorcycles and three-wheelers fitted with ice boxes, plus subsidies for hatcheries, fish seed production, and feed mills.

Trout: a shining success story

Trout farming has taken off in a big way.

· Departmental trout farms produced 42 metric tonnes of table-sized trout (worth ₹2.35 crore) and earned ₹3.38 crore.
· Private trout farmers? They produced a whopping 5,000 metric tonnes valued at ₹333 crore.

A new Cold Water RAS unit at Patlikuhal now grows market-size trout in just 10 months instead of 14 – a huge boost for farmers. And in 2025-26 alone, Himachal exported 2.5 lakh eyed ova and 8.5 lakh rainbow trout fry to Uttarakhand. That’s a sign of real expertise.

Reservoir fisheries: steady livelihoods for thousands

Nearly 18,650 fishermen have found full-time, self-employed work in the state’s major reservoirs over the last three years. They harvested over 2,246 tonnes of fish worth ₹34.5 crore – and the annual catch keeps rising, from 566 tonnes in 2023-24 to 818 tonnes in 2025-26.

A game-changing subsidy scheme

Under the Mukhya Mantri Carp Matsya Palan Yojana (launched in 2024-25), every beneficiary gets a uniform 80% subsidy. In two years, over ₹1.94 crore has been given out to build nearly 5 hectares of fish ponds – bringing more families into fish farming and boosting rural incomes.

Innovation, conservation, and care for the fishers

The government hasn’t just focused on production. They’ve introduced biofloc and RAS systems to help farmers in water-scarce areas. They launched the state’s first Mahseer Conservation Programme, releasing over 40,000 endangered Golden Mahseer fingerlings into rivers and reservoirs – an effort that won the Fisheries Department the SKOCH Gold Award 2025.

Better fish varieties – like Amur Carp, AHR Jayanti, and Amrit Katla – which grow 20-25% faster, are now being developed for local farmers.

On the welfare front:

· ₹6.19 crore given to 13,767 reservoir fishermen under the Savings-cum-Relief Scheme.
· Over 42,000 fishermen and fish farmers covered under accident insurance.
· 1,786 Kisan Credit Cards issued for easy access to bank credit.

And here’s a big relief: the royalty on fish caught from reservoirs has been slashed – from 15% to 7.5% in 2025-26, and now down to just 1% in 2026-27. For over 6,000 reservoir fishermen, that means more earnings and stronger livelihoods.

The bottom line

Under Chief Minister Sukhu’s leadership, Himachal’s fisheries story shows what’s possible when policy meets people’s real needs. It’s not just about record production – it’s about families who can now dream a little bigger, youth who stay back in their villages to build businesses, and a blue economy that truly works for everyone.
