Himachal Takes a Stand: Bans Plastic Banners Under 100 Microns to Combat Pollution
In a significant step towards environmental sustainability, Himachal Pradesh has imposed a ban on plastic and PVC banners under 100 microns. The move, driven by concerns over escalating plastic waste, aligns with the environmental protection guidelines issued by the Government of India. Chief Secretary Prabodh Saxena announced the new regulations, emphasizing the state’s commitment to curbing pollution and promoting eco-friendly practices.
Key Highlights of the New Guidelines
Thickness Standards: All plastic and PVC banners used for publicity must be at least 100 microns thick. Specific rules apply to government and political banners, with a minimum thickness of 200 microns for certain applications.
Green Space Preservation: The practice of affixing banners on trees is strictly prohibited, reflecting the state’s dedication to protecting its natural environment.
Promotion of Digital Alternatives: The guidelines encourage a shift towards digital hoardings as a sustainable alternative to plastic banners.
Stricter Regulations for Public and Private Use
Government and Election Banners: Educational and government program banners must meet a minimum thickness of 200 microns, while banners for election rallies require at least 100 microns.
Private Advertisements: Banners displayed for less than 30 days must be at least 100 microns thick, while those displayed for longer must meet the 200-micron threshold.
Approval and Recycling: All banners must receive local body approval before installation and must be handed over for recycling after use.
Ensuring Accountability
Each banner is required to include details such as the name of the department or organization, the duration of display, and the printer’s information. The Department of Environment Science and Climate Change has been authorized to impose fines on violators, ensuring strict adherence to the new regulations.
