Guv to address the budget Session of HP Assembly 

Himachal Pradesh Governor Rajinder Vishwanath Arlekar would address Himachal Pradesh Assembly at 11.00 am tomorrow at Shimla  begining the21 days Budget Session at the Council Chamber.
 Vidhan Sabha Speaker of HP Assembly Vipin Singh Parmar said here today addressing a press conference before the commencement 14th (budget) session of the 13th Legislative Assembly. 
Highlighting the main agenda of the   Speaker said that Chief Minister Jai Ram Thakur, also holds the portfolioof finance would present 5th budget for the financial year 2022-2023 on March 4.  .
He said that all preparations have done for smooth functioning of the session and during the session, SoPs prescribed for covid pandemic by centre and state government to be strictly follow which include thermal scanning on the entry gate, maintaining of social distance and \mandatory use of masks
Beside the ruling, opposition and official glarieswould be sanitised everyday to contain the spreading of Coronavirus virus virusSpeaker said adding that isolation centre and Assembly health centre would furtheranalysed the medial check up of the the symptomatic persons in assembly complex  .
 To ensure smooth functioning of Session he appealed to the members to assist the chairs and participate in the Session following the high standard and decrum inside the house.

To  ensure high security and law and order 480 police jawan and 70 home guard jawan and Vidhan Sabha security guards including Drone and special surveillance camera installed for the session on all the entry gate of assembly.
Speaker said that all party meetings were convened on Tuesday which was attended by theParliamentary affairs minister Suresh Bhardwaj, Leader of Opposition Mr Mukesh Agnihotri and CPI(M) members Rakesh Singha.
Speaker said that he urged opposition members to help the chair to smooth function ofassembly proceedings and only one member would be allowed to raise the issue under point of order. Speaker said that he also appealed to the opposition members to not troupe in thewell of house to ensure the social distancing during the session   .

During 21 days long session house would conduct total 16 meetings in the budget session, two days on  March 3 & 10 dedicated to non-official working days, the house would also would convened on Saturdays Feb 26 & Mar 5 to confine shorter, speaker informed.

Speaker said that to conduct minimum 35 seating in the year the house winter session would be prolonged to ten days and rest of the sitting would be completed in the winter session to beheld in the end of this year.
Easing out the covid protocol audiences would be allowed to see the session as 50 per cent or 70 passes each would be allot to audiences in the pre and post lunch in the budget session.
 The passes are issued to only working ministerial staff and one journalist of an organisation belonging to news-paper and agency to decongest and make the press gallery less crowded.
Assembly secretariat has received a total 1069 informations from the members including 722 starred queries for the Session, including 506 online & 26 offline. Similarly notices were also received of 347 unstarred queries 194 online & 153 offline, speaker,saidall queries have submitted to government   giving reply in session.

 Apart from this, six and five notices received under rule-101 & 130 from the members also sent to  government for further action.
The assembly complex would be garlanded and showcased withattracted and colorful light works during the session, he added  session to be stormy.
Session likely to be remained stormy owng to upcoming Shimla MC andState Vidhan Sabha election this years an the member may raised the burning issues like Mandi Hooch tragedy killing seven people and Una firecracker tradies killing six people in the illegal factories under the nose of the government. 
Issues and queries related to public interests dealing with potholed roadspathetic condition roads and bridges, sanctioning Road PRs, upgradation of colleges, schools, health institutions in the state were raised in the session.
Apart from main issues related to their respective constituencies member also seek information in the session about filling of vacant posts 
in various departments beside queries and issues would related to tourism, Horticulture, supply of drinking water, prevention of increasing drug abuses among the youth, law and order and crime Covid pandemic, transport system and New Pension Scheme likely to be discussed.
