Exams, Not Influence: Himachal Cooperative Bank Ushers in Merit-Based Promotions
For over 2,000 employees of the Himachal Pradesh State Cooperative Bank (HPSCB), climbing the career ladder will now depend on knowledge, not connections. In a sweeping reform, the bank has scrapped the old promotion system and introduced a fully exam-based process, aiming to make advancement fairer and more transparent.
Under the new policy, every officer and employee will need to clear a written test to move up the ranks. With two chances each year, hardworking staff will have better opportunities to prove themselves and secure promotions.
To ensure credibility, the bank has roped in the Institute of Banking Personnel Selection (IBPS)—a nationally trusted body in banking recruitment—to conduct the exams. The first test is scheduled for November 23, with centers set up in Bilaspur, Solan, Kullu, Mandi, and Kangra. Security and surveillance measures are already in place to guarantee smooth conduct.
Bank Chairman Devendra Shyam called the move “essential to meet rising competition in the banking industry.” He emphasized that merit-based promotions will not only reward competence but also improve services for customers across Himachal.
For employees, this reform signals a new era—where dedication and skill will finally outweigh favoritism, and where every exam passed could mean a step closer to leadership.
