Delay in salary payment in the university is a failure of the government : Rakesh Dogra

BJP state spokesperson Rakesh Dogra said that it is extremely surprising and worrying that even a prestigious institution like Himachal Pradesh University is witnessing a saga of financial chaos and mismanagement. He said that university employees were not paid their salaries for the months of April, July, September, and October in the financial year 2025-26 on time due to administrative reasons, while salaries for the months of May, June, and August were released on time.

Dogra said this situation clearly demonstrates that neither the government is disbursing grants on time nor the university administration is managing them properly. This has left thousands of employees and their families facing financial insecurity.

Huge provision in aid grants but delay in payment

The state government has allocated ₹1,52,20,02,000 for the payment of salaries to Himachal Pradesh University employees this financial year, of which ₹82,79,57,100 has been spent by November 2025. Despite this, the failure to pay salaries on time raises serious questions about the government’s working style. Dogra stated that the amount of ₹31,35,44,400 in bill number 100657, dated 30-10-2025, is still pending withdrawal from the fund, further delaying salary payments.

Dogra’s direct attack on the government

Rakesh Dogra said that while the Congress government may claim to have improved the economic situation, the reality is that it is unable to even pay salaries to institutions like universities on time. He demanded that—

• Pending bills should be settled immediately,

• University employees should be paid salaries without delay,

• And responsibility for this economic chaos should be fixed.

He said that BJP will raise this issue strongly and protect the interests of the employees.
