Cong boycott CM reply Opposition’s No confidence motion defeated by the voice vote
The state assembly witnessed noisy scenes and rukus when house discussed no-confidence motion during the second day of Monsoon defeated by voice votes amid Opposition’s walk out and boycott of Chief Minister Jai Ram Thakur reply on the debate. Including the chief minister, 11 members of ruling and opposition took part in the discussion. The Chief Minister made a reply to the debate on motion of no-confidence motion around 4 pm. Chief Minister Jai Ram Thakur defended in council of ministers over the volley of charges leveled against it during the debate stating that Congress parties should have heard him before staging walkout from the house. As the speaker Vipin Singh Parmar asked the Chief Minister from the house number members who wanted to speak in the house when they were not allowed to speak by the speaker, all the Congress members walked out from the house and did not return to the assembly. Mr Thakur said that the BJP government has constituted a high level committee of officers to consider the demand of restoration of old pension scheme. Condemning the Congress for making promise to restore old pension scheme after returning in the government Chief Minister said that opposition parties which have also made similar cherry promises in the state of Rajasthan and Chhattisgarh could not notified the old pension schemes.He said that government also taken the matter with the central government to resolved the issue as the corpus of NPS scheme is linked with the share market which could not be withdrawn. He said that matter is not so simple and BJP would not allure the employees by making cherry promises like Congress. Defending his government to lease out number of Himachal Pradesh Tourism Development Corporation properties to private houses he said that while signing the MOU to take loan from Asian Development Bank Congress government have signed the clause of handing over some of the properties to the private parties however Congress was accusing his government to sale such units to private houses. The Chief Minister said that Shiv Dham project coming out in the state should not be politicised as this state is Dev Bhumi and it was required to promote the tourism in the state. Mr Thakur said that Congress members tried to trivialise the issue of Shiv Dham which would help to increase the religious tourism in Himachal after raising unfounded doubt on its execution. He said that it is correct that the project was advertised of Rs 16 Crore on the previous schedule rates of market material prices during Congress rule which was alloted on Rs 38 Crore as the new schedule rate was considered in the allotment of tenders. Attacking the Congress over announcement of Rs 1500 per month to each woman between the age group of 18 to 60 years Mr. Thakur stated that unusual confusions prevailed among opposition leaders on the issue as some junior leaders criticised the leader of opposition Mukesh Agnihotri stating that one should cut his cloth according to the size of cluthe however party tried to manipulate the issue by announcing such sehme after coming in the power. BJP government implemented each and every scheme which it made public as the Women were promised to offer subsidised travel now implemented by the government. Six members blames the government to cross borrowing limit but they seemed have no knowledge on this issue as this government still have to exploit the borrowing limit tunes to Rs 5087 Cr however his government have taken Rs 16998 Cr loan in last four years which is nothing compared to the breaching this limit borrowing 67 per cent more debt . Mr Thakur said that after reducing the VAT on the Diesel and Petrol twice the prices of Diesel is less than Punjab and Chandigarh in Himachal. Mr Thakur said that some people are trying to get political advantage on the issue of Horticulture however his government is sensitive on the issue of increasing GST on the Packaging material from 12 to 18 per cent however state decided to bear the burden of increased GST by offering subsidy of six per cent to farmers. Mr Thakur said that 2245 people are recruited in the state through Himachal Pradesh Public Service Commission and 13911 through Subordinate Selection Board. Mr Thakur defended him that CBI did not taken the Police paper leak case and SIT has probed the matter however Government could not press the CBI to take the matter. The Speaker presented the no confidence motion for vote in the house which defeated by the voice votes as no member of Opposition was in the house.
