One Tank, Two Claims: Himachal Govt Orders Probe into Funding Mystery
A water storage tank in Himachal Pradesh’s Kasauli constituency has found itself at the centre of an unusual controversy, prompting the state government to order an inquiry. The issue came to light after claims emerged that the same tank was constructed under two different government programmes, raising questions about project monitoring and funding transparency.
The matter was brought before the Himachal Pradesh Legislative Assembly by Kasauli MLA Vinod Sultanpuri during Question Hour. He informed the House that a water storage tank serving the Kotbeja and Devti panchayats appears to be the only such structure in the area. However, both the Jal Shakti Department and a project supported by the Japan International Cooperation Agency (JICA) have reportedly taken credit for its construction.
Seeking clarity, Sultanpuri asked the government to determine which agency actually funded and built the tank. He also called for a thorough investigation to establish whether there had been any overlap in funding or administrative records.
Responding to the concerns, Chief Minister Sukhvinder Singh Sukhu said that in some development projects, the agency implementing the work may differ from the department or scheme providing financial support. He noted that this could sometimes create confusion about ownership or attribution of projects.
To clear the air, the Chief Minister directed officials to examine the records and verify the facts surrounding the tank’s construction and funding. He assured the Assembly that if the inquiry uncovers any irregularities, including the possibility of double funding for the same work, strict action will be taken against those responsible.
The episode has highlighted broader concerns about coordination among departments and development agencies, particularly when multiple programmes are working in the same region. It has also strengthened calls for better documentation and digital tracking of government-funded projects to ensure there is complete clarity about who funds, builds and maintains public infrastructure.
As the investigation moves forward, many will be watching closely to see whether the matter turns out to be an administrative mix-up or something more serious. Either way, the case has underscored the importance of transparency and accountability in the implementation of public development projects.
