What is Chester Hills?
Chester Hills is a gated housing society offering studio apartments, flats, and villas. While marketed as a premium residential project, its Phase II and IV developments have come under scrutiny for alleged legal violations and environmental concerns.
How did the controversy begin?
On August 20, 2025, local resident Rajiv Shandil and the Association of Allottees filed complaints with the district administration. They alleged that the project violated Section 118 of the Himachal Pradesh Tenancy and Land Reforms Act, 1972, by involving non-agriculturist promoters through benami transactions.
What did the inquiry reveal?
An investigation by the SDM, based on financial records and documents submitted to HP RERA, concluded that while land was purchased in the names of Himachali agriculturists, actual control over development, marketing, and finances rested with non-Himachali promoters. The probe highlighted suspicious transactions, including loans worth crores taken in the name of a local agriculturist and quickly repaid by associated firms.
What happened next?
The SDM recommended vesting of the land, but the promoters appealed. On December 16, 2025, the Chief Secretary dismissed the SDM’s findings, stating that the purchases were backed by legitimate financial sources such as institutional loans. He also warned that acting on the report could harm agriculturists’ interests.
Political and public fallout
The case quickly turned political, with CPM leaders accusing the Chief Secretary of siding with promoters. He denied the charges, calling them attempts to tarnish his image. Meanwhile, residents and allottees raised complaints with the National Green Tribunal and Solan Municipal Corporation about environmental damage and lack of civic amenities, but say they have received little relief. The issue has even reached the Vidhan Sabha, intensifying calls for accountability.
