Innovative School Cluster System Rolled Out in Himachal to Transform Learning

The Government of Himachal Pradesh has rolled out its pioneering School Cluster System statewide, a landmark initiative designed to end the isolation of rural standalone schools and ensure equitable access to quality education for every child, regardless of location or school size.

Under this framework, each Senior Secondary School functions as a lead institution, bringing 7–8 nearby High, Middle, and Primary Schools under its administrative umbrella. Principals of these hub schools are tasked with driving academic quality from pre-primary through Class 12.

Chief Minister Thakur Sukhvinder Singh Sukhu announced the creation of 1,968 clusters, enabling resource-sharing across schools. Students from smaller satellite schools now benefit from advanced facilities at hub schools, including ICT labs, science laboratories, libraries, and sports complexes.

The government has also streamlined the system by denotifying or merging schools with negligible enrollment, redeploying teachers to underserved areas, and introducing English as the medium of instruction from Grade I. Modern Rajiv Gandhi Day Boarding Schools are being established in every constituency, alongside exposure visits for teachers and students to global institutions.

These reforms have propelled Himachal Pradesh from 21st to 5th position in the National Achievement Survey (NAS) by June 2025. The School Cluster System is reshaping education in the state—modernizing infrastructure, fostering community integration, and laying a strong foundation for future generations.
