The relief amount received from the Central Government and the money collected from the public could not be spent completely.
He said that those who had announced to build houses worth Rs 7 lakh, this government has so far given only Rs 3 lakh to the public, despite promising to give a new land to the people whose entire land was destroyed, it has not yet given land to anyone, on rent. By making promises to those paying the house rent, the house is not being given to anyone and there is nepotism and corruption in the relief amount given to the affected people.
Randhir Sharma said that during its tenure, the present government of the state is creating hurdles in the development works and projects started by the Central Government in Himachal Pradesh. Accusing the present government, he said that Bhanupali Railway, which is working with the efforts of the Central Government, is under construction in Himachal Pradesh. The central government has spent Rs 4938 crore for the construction of this railway and this railway line is proposed to work in the ratio of 75:25, the land for this railway line is to be provided by the state government, but since the Congress government in Himachal Pradesh Since I came, I have not been paying my share. The previous Himachal government of Bharatiya Janata Party had paid the liability of around Rs 800 crores, but due to not paying even a single penny during the time of this Congress government, this liability has now reached Rs 1243 crores due to which the Central Government is considering whether to Should the construction work be continued or not?
He said that whatever public welfare schemes the Central Government has launched, especially the free treatment of up to Rs 5 lakh for the poor people, such Ayushman scheme has been started which has 4 lakh 33 thousand beneficiaries in Himachal Pradesh. The state has not given the 10 percent share of this scheme, which has also not given, due to which the liability of Himachal Pradesh under the Ayushman scheme has reached almost Rs 50 crore. He said that the Congress government of Himachal Pradesh had launched the Himcare scheme to supplement the Ayushman scheme which was run by the previous Bharatiya Janata Party government, which has about 8.5 lakh beneficiaries in the state who avail its benefits from time to time. It is run by the government and under it, a total of 292 health institutions of Himachal Pradesh and the bordering areas of Chandigarh and Punjab are registered and empaneled. During its tenure, the Congress government did not even provide the full budget for the Himcare scheme. Today there is a liability of Rs 353 crore in 249 health institutions, due to which many health institutions have stopped accepting the Himcare card, IGMC Shimla has a liability of Rs 92 crore, Tanda Medical College has a liability of Rs 107 crore, PGI Chandigarh has a liability of Rs 30 crore. MLA Randhir Sharma said that the Congress government did not give a single installment of the MLA Area Development Fund in which each MLA is given an installment of Rs 50 lakh per month per assembly constituency. Accusing the Congress, he said that his government has imposed 40 percent more tax in the excise policy, made the liquor bottle expensive by Rs 10 in the name of milk cess, collected more than Rs 90 crore from it, and transferred Rs 7 per liter on diesel to the state. VAT was imposed, but despite crores of rupees coming from there, neither development work is being done in the state, nor public welfare schemes are being run, nor are the started institutions running, but this government has decided to close 1500 institutions. Work has not been done nor has the state government given its dues in the schemes run by the Central Government.
