Leader of Opposition Jairam Thakur said that the Himachal Pradesh Bharatiya Janata Party Legislature Party wants to bring to the notice of Governor Shiv Pratap Shukla that the behavior of the Speaker of the 4th Legislative Assembly Kuldeep Singh Pathania is hurting the sentiments of the MLAs inside and outside the House and is also hurting the dignity of the constitutional post of the Speaker of the Legislative Assembly. Inside the House, the attitude of the Speaker of the Legislative Assembly is biased and dictatorial. He always tries to benefit the ruling party by working against the rules and traditions. When the opposition members, especially the Leader of the Opposition, refer to the rules, it is always said that I know everything, I do not need to be taught.
Sir, during the Lok Sabha elections, while giving a speech in a program, the Speaker of the Legislative Assembly said that I have beheaded six MLAs and three are writhing in pain under my saw. These words are undemocratic and unparliamentary and while this has hurt the sentiments of the MLAs, it has also hurt the dignity of the post of the Speaker of the Legislative Assembly. When MLA Shri Indra Dutt Lakhanpal raised this issue inside the House, the Speaker of the Legislative Assembly did not even take back his words, let alone express regret, and instead made irresponsible comments outside the House. The limit was crossed when he said in front of the media that the Leader of the Opposition is much junior to me, what will he teach me. This morning, the BJP Legislature Party presented a resolution to the Secretary of the Legislative Assembly under Rule 274 to remove the Speaker from the post of the Speaker, despite this, after the Assembly session began, the Speaker came and sat on his seat, whereas on the basis of morality, he should not have come to the seat until the resolution was presented and discussed and voted on it.
Sir, not only this, the BJP Legislature Party had given an adjournment motion under Rule-67 to discuss the deteriorating economic condition of the state, which was also not considered. While talking to the Governor, he said that Sir, you know that today is the 2nd of September, but the salaries of the employees and pensions of the pensioners have not been paid yet, which clearly shows that the state has reached the brink of economic bankruptcy. Due to the deteriorating economic condition of the state, the financial crisis has deepened so much that the situation has become like an economic emergency. Therefore, we believed that today all the work inside the House should be postponed and this subject should be discussed under Rule-67, but the Speaker did not hold a discussion even after repeated requests by the Leader of Opposition Shri Jai Ram Thakur and former Speaker of the Legislative Assembly Shri Vipin Singh Parmar, due to which we had to boycott again today. Sir, the BJP Legislature Party requests the Governor to please take appropriate action in view of the current circumstances of the state, especially the economic condition.

Along with him on this occasion Randhir Sharma, Vipin Parmar, Anil Sharma, Inder Lakhanpal, Rakesh Jamwal, Reena Kashyap, Prakash Rana, Inder Gandhi, Sudhir Sharma, Pawan Kajal, Bikram Thakur, Deepraj Kapoor, Dilip Thakur, Ashish Sharma, Surendra Shourie, Jeetram Katwal, Satpal Satti, Sukhram Chaudhary, Hans Raj, Balbir Verma, Janak Raj were present.
