Sukhu announces hike in salary of senior resident doctors by Rs 7K, new tunnel from Navbhahar to IGMC

Chief Minister Sukhvinder Singh announced to increase in the salary of senior resident doctors from Rs 33000 to Rs 40000 and hike of Rs 500  in the honorarium of the outsourced public workers Department employees and a new tunnel to be built in Shimla.

Giving a reply of three days three-day-long budget discussion Chief minister said that on the suggestion of members he decided to hike the salary of SR Doctor by Rs 7000 and a Rs 500 hike would be given in the honorarium of PWD outsourced employees.

He said that a tunnel would be built from Nov Bhar to IGMC and to remove the mence of overhead cable and wires Rs 25 cr would be provided to lay duct for cable in Shimla town.

 Chief Minister Sukhvinder Singh Sukhu said that presenting this Budget estimate was a herculean task given the worst economic situation. It was very hard to disburse the state resources to every section of society was also equally difficult. 

He said that the central government did not help the state and not a single penny of assistance was given to Himachal Pradesh when the state was facing the natural disaster in the 2023 monsoon rain.

CM accused the central government of ignoring the people of the state in hard times and released only Rs 486 Cr on account of State Disaster Relief funds. CM said that when he urged the leader of the opposition to raise the issue of central assistance for Monsoon-affected people,  he had started calling of a Monsoon session. But LOP and other BJP members disrupted the chief minister that they never asked for the special session in the middle of rain furry. The chief minister said that he would present the cutting of a paper in which the BJP leader demanded the special session but agitated all BJP MLAs to stage a walkout.

Chief Minister Sukhvinder Singh Sukhu said that they are trying to defend the BJP government at the center where as it is a fact that the state got only Rs 486 Cr of SDRF. CM explained that the union government announced Rs 686 cr but it also deducted Rs 200 Cr of state share.

He said that even kids broke down their childbank or Gulak but opposition BJP and Central Government was doing politics in the time of crisis.

We were hailed by the World Bank, and BJP leader Shanta Kumar but. BJP members did not stand with the affected people .

He said that after four months of crisis Congress government got support from the people about the budget estimates as it was inclusive.

 In 14 months every section of society is yearning for the Government. He said that BJP members are accusing the government of delaying the appointment letter to 817 postcode candidates. The advertisement for the posts was announced in Sept 2020 and a written, type test was conducted. 

The SC has given the ruling based on examinations and said that the test was valid. The council of ministers also formed a subcommittee on the matter and efforts are being made to issue a letter of appointment to the candidate soon.

 But the technical issue before the state is that candidates of other postcodes also appeared in 817 codes who are also involved in other paper leak cases.

 The analysis of the rules and law is necessary after the SC order to discuss the issue which was not before the court.

 The subcommittee was constituted and the report is being evaluated. Code 817 candidates are already under consideration and we are trying to sort out the issue to give them the appointment and the government is sensitive on the issue.

Mr Sukhu said that payment of dues of the 6th pay commission is due from January 1, 2016, Rs 543 Cr released as IRA by the government to the employees. He said that 1306 Cr pension gratuity and leave encashment would be released from March this year before the enforcement of the Lok Sabha election code and conduct.

We are not extending the benefit to employees to get political benefits but we have to utilize their services for the development of the state. 

He said that the government has deffer the decision of providing 300 free units to the people at the request of State Electricity Board employees and officers.

 He said that employees said that several high-income groups of people are also getting the benefit of 125 units of free power and the government would consider removing such people from the beneficiaries who are paying income tax. 

Defending the allegations of indebtedness of the state Chief Minister said that this government took a loan of  Rs 14000 Cr but Rs  6000 Cr belonged to the previous government which was utilized by this government.

 He said that the provision of increasing diet money of police tune to Rs 1000 per month was made from Rs 250 per month.

 No School scheme on the former prime minister’s name would be changed.

In Dharampur the Atal Adarsh School was already there. School is not properly ready. We would run the Atal Adarsh School scheme and New Rajiv Gandhi Boarding School would be open in every assembly on the subdivision level. 

The ranking of education came down to 8th place during the tenure of the previous government but the Education minister burned the midnight burner to improve the quality of education.  Chief Minister said that Assembly every constituency would have either Rajiv Gandhi New Day boarding schools or Adarsh Vidyalaya.

He said that the state got an increase in revenue from liquor vending. This government transparency in excise policy helped the state to get a Rs 400 Cr increase in one year of Rs 116 Cr milk cess. 

We did many reforms to increase revenue growth. He stated that the state would become in 2027 the self dependent and in  2030 Himachal Pradesh would financially independent state.

The Congress government is buying Rs 3 kg of cow dung however farmers are not coming forward. To fill up new 17600 posts advertisement was made. 

 The benefit of the government scheme is reaching to the last person in the row of society.

The budget discussion lasted for 22 hours in which 27 BJPs and 25 Congress parties took part.
