Stinking Shimla town no lessons from HC order

80Yrs passed since Britishers left this capital town it may be rare but truth as residents who were born pre-independence are still remember colonial era for their involvement to built and maintain Shimla town. People now praise Britishers to not allow Indian on Mall road and Ridge ground as the rising flux of tourist in peak season, uncultured and unsocial middle class considered it their fundamental rights reserved to litre public places. The Civic body which was solely responsible for keeping town clean and hygienic is slowly withdrawing away from its primary duty. The way town was becoming dirty local and Tourist throwing garbage in the open  justify the bar or blanket ban on Indian on the Mall road

 Big dictate from Union Minister of Forest, Environmental and Climate change to ban plastic especially single use confines to paper. Himachal is poineer to ban nonbiodegradable plastic and subsequent ban plastic plates and bottles is facing glaring violation of massive use of such products as hardly no authority pay heed to the mence. It was recent observation of Himachal Pradesh High court made by Division Bench of justice Tarlok Singh Chauhan and CB Bariwaliya on May 31 to wake up slumbering Authority to rise from Nelson sleep. Para 20 of order issued regarding dirty and stinking Shimla court asked for compliance. ” It has been noticed that of late the whole of the Shimla town is stinking and the major cause for such stink is dirty and unhygienic toilets as also the sewerage and sullage that is being discharged by the trucks carrying municipal waste .  The Corporation is directed to take immediate remedial measures .” court said in a written order on May 31,2022.

On Ground verification by this correspondence found that court miniute order was still in flaggerent violation. MC garbage truck picking garbage continue to litreing the mall road with slug which flow on the Mall roads at dozen of places. The Authorities are cautioned several times to remove advertisement at heritage places but it still hanging on the walls. Single use plastic especially water plastic bottles which expected to vanish  from Public places is still litreing and overflowing the dustbins. The order to exhaust stock of plastic straw and bottles should not last after June 30 but it still laying for sale. Thanks to  Covid as in last three years the garbage volume declined due to clósing down of Hospitality unit and its drain was clear. But tissue paper, straw, paper and plastic plates, half eaten fastfood and cold and water bottle started wreaking havoc as drain are logging and being choked. Poor mateling of Ridge and Mall roads and uncleaned charcoal stone chips also choking the MC drain.Monkey and strays dogs who frequently snatching on the tourist fast foods and feeding on overflowing garbage dustbins also spoiling the public places. The apathy of MC and Wildlife department to check the wild animal mence also leading to uncleanliness. Relentless diging or blocking of water supply and sewerage line on the pavement not only damaging the Public property like marbal, cobbled stones and tiles but it was causing hindrance to commuter. The sole cause of frequent blocking or leakage of water and sewerage line attributed to the use of poor quality materials by the civic body and contractors. Number of residents of town are fed up with the Shimla Mincipal Corporation and Urban Development Department that only toilot on the mall roads is closed since last six months or more however in peak Tourist season it couldn’t not recommission despite People are suffering without it . State of Capital town is rest on mercy of God as currently there is no local self goverment in the town however resident rued civic Administeration to be apathetic and rude towards Public concerns.
