Himachal PWD to shrug off the slowness in construction work 

State Public Works Department has decided to set a new deadline for the tender process to speed up the development works shrugging off the prevailing red tapeism and slowness in construction work. According to a spokesperson of the Department now it is mandatory to allocate the work within the prescribed time limit. If the stipulated time period is not followed at any level, strict action can be taken against the concerned officer. The performance of field officers would be seen in this matter and accordingly entry would be made in their ACR grading. The time limit fixed for completing the tender process has been fixed has been reduced. Earlier the tender process used to take 60 days now the department has set a new deadline, according to which there would be a period of ten days to receive the tender online. In view of the limited time available for construction works in the state, the Public Works Department has increased the financial powers of engineers posted at the field level with the objective of speeding up the construction works,. Department has given and enhanced the financial powers of XEN  up to Rs 2 Cr, Superintending Engineer  to Rs.6 Cr and Chief Engineer to be competent for works costing more than Rs 6 Cr. The ward letter would be issued within 20 days of online publication.  If the case is above Rs 2 crore at the level of Superintending Engineer, 10 days have been prescribed for receiving tenders, 7 days for processing at the level of Executive Engineer and 10 days for processing at the level of Superintending Engineer.  That is, the award letter would be issued within 27 days of online publication. If the case is above Rs.6 crore at the level of Chief Engineer, 10 days are earmarked for receiving tenders, 7 days at the level of Executive Engineer, 5 days at the level of Superintending Engineer and 8 days at the level of Chief Engineer for processing.  went.  That is, the award letter would be issued within 30 days of online publication. The acceptance letter (award letter) would be issued by the Executive Engineer within 10 days of receiving the tenders. The construction works being implemented by the department in the state will get more momentum moreover these reforms made by  Department expected estimated to bring more efficiency ensuring high degree of transparency  in the tender process, spokesperson added.
