Plans are being made in the name of happiness but no one is feeling happy

Leader of Opposition Jairam Thakur said that when the government had to read the old budget then what was the need for this budget session? Sadly, the Chief Minister wants to continue the tradition of lying in the government also. It was expected in the budget that the government would also consider its guarantees. She will talk about the jobs announced in the previous budget but there was no mention of them. More than 22 lakh 40 thousand women are still demanding their right of Rs 1500.

Leave aside the expectations of the common man, the demands and suggestions of big leaders who were ministers in the government were also ignored in this budget. Today in Himachal, whether it is to relieve the burden of the people or to bring tourists to the state, roads are required for this. Construction and maintenance of roads were also not taken into account in this budget. Can Himachal be empowered with a similar budget? This budget has neither direction nor foresight. The government has talked about ten visions but there is no mention of budget and plan for them. The government should keep in mind that the budget is the credibility of the government, not verbal accumulation.

Jai Ram Thakur said that whatever development work is going on in the state at present is due to the schemes run by Prime Minister Narendra Modi. If the state had depended only on the Congress government, today it would have been moving on the reverse path of development. Even after this, the government does not say a word of thanks to the central government.

After the coming of this government, the bills of the contractors have not even been paid. Due to non-payment of loan installments, even the machines of many contractors were auctioned. People sitting in the government say that come to Congress and give a commission and get the payment. To date such work has not been done in the state. Giving commission and taking payment is the only change in the system.

Talking about the budget, the expenditure under the heads of main development works, investment and grant-in-aid (capital assets) was reduced from Rs 5310 crore in the financial year 2022-23 to Rs 4726 crore in 2023-24. Similarly, investment expenditure was reduced from Rs 423 crore to Rs 228 crore. The expenditure under Grant in Aid for Capital Assets has been reduced from Rs 1376 crore to Rs 779 crore.

Similarly, the expenditure on material supply has been reduced from Rs 466 crore to Rs 428 crore and the budget of Rs 216 crore on machinery and equipment has been reduced to only Rs 90 crore. Sukhu government has kept only Rs 5506 crore in 2023-24 and Rs 5507 crore in the financial year 2024-25 for loan repayment. We have spent Rs 10640 crore for loan repayment in the budget.

Lied even in the name of excise policy

Jairam Thakur said that the government has brought a new liquor policy and there was talk of 40 percent profit. Now the figures have also arrived. It is clear from the government’s statistics that the government lied and the excise caused losses instead of benefits. This government has benefited only a few contractors through this policy. Lifting of liquor by contractors has also decreased in this financial year. The government has failed to run any department smoothly.
