Legislator shows concern on declining of MLA Institution in changing scenario

Congress MLA Jagat Singh Negi showed concern over declining role of Legislator vis- a -vis to unelected political, administrative and executive functionaries in the changing Poltical scenerio.

Presenting a private member resolution in the state assembly during the post launch Session on Tuesday Mr Negi stated that  MLAs are today forced to apply  under RTI to seek the information.

 Mr Negi said colonial collectorate system should be ended as this is corrupt system inherited from the Britishers Raj days. He
said that there is need of reform the democratic bodies by promoting decentralisation.  

Disclosing about increasing incidents of ignoring of MLAs
from the various state public functions and events, Cong
MLA said that if the names of members of assembly could not be included in the foundation stones this tradition should forgo for the ever.

”There are instances where MLAs belonging to ruling and opposition
benches were not being invite to attend the function of stone
laying and public dedication event and their roles are being declining denting the institutions of MLAs at large. ” Mr Negi pointed out.

They have to move from post to pillar around the offices of DCs and Ministers or often keep  waiting  them for hours. around the offices of DCs
 to ensure the development and welfare works of people in the changing secerio.

Those who could not able to won the even election of panchayat or mc wards are being appointed as Chairman and Vice Chairman, their names now figure in the inauguration stones however MLAs are being ignored vis a vis non political actors being promoted by the ruling government.

Member said that all loss making boards and Corporation needed to be closed down, he questioned the purpose of appointment of non-elected members for such bodies in spite of such bodies having concerned council of minister as chairman and vice chairman.

Stressing upon the decentralisation of government institutions
Mr Negi said that MLA should be made part of developmental
the process their role must be defined clearly while taking
decisions on the matter of their assemblies and developmental works

He alleged that legislators are not being given prominence by the Jai Ram Thakur as the names of unelected representatives are being placed on the foundation stone and MLAs are not being invited in the government function.

”Seeking to strengthen the institutions ofMLA he said that government should take them in confidence while bring new laws framing new legislations before introducing them in the assembly hush hush manner.

He said that MLAs are now being
booked in frivolous cases rather than defining their role in the law and order.

Seeking provisions of flag on the vehicles MLAs
he said that the speaker should soon decided on the issue
soon as government has empowered the speaker to take the
decisions.

Many MLAa either  have no vehicle if they have they did not know driving. He said that why Member should not have vehicle with flag.  

Mr Negi said that BDO have vehicle to disburse his duty but MLA’s were not provided vehicle and they are forced to travel on their own vehicles.

Mr Negi showed concerned that institution of MLAs are in danger and member of ruling and opposition benches showed
think to restored and strengthen the institutions.

Mr Negi said that Speaker should protect the institution of MLAs as he know that
elected members are being ignored by the government. The MLA tried to develop and protect teh interest of their constituency.

He said that meetings of Vidhan Sabha committee meeting should be convened in one go for one week and recording of such proceedings must be done.  

He said that BJP government in cente is murdering the Institution of democracy as the JNU students are slapped with sedition case.

This speaker said that the reply of this private member resoltion would
be given by the government in the next Budget session as it could not be completed by today in the private member day;
