HP govt removes 1986 IAS officer from the post of Chief Secretary

In an expected move Jai Ram Thakur Govt in a big bureaucratic move on Thursday removed present Chief Secretary Mr Anil Kumar Khachi ( 1986 batch  IAS )replacing him with Additional chief secretary Ram Subhag Singh( 1987 batch IAS).
Mr Anil Kumar Khachi who belonged to Kumersen area of Shimla district was was appointed State Election Commissioner ,as this post was  vacant since month of may this year.  New Chief Secretary joined the office today .
Mr Khachi was appointed Chief Secretary in January 2020 by Jai Ram govt after the retirement of former Chief Secretary Shrikant Baldi. Khachi’s retirement was due in June 2023. 
A notification issued by Secretary Panchayati Raj Sandeep Bhatnaghar said that Anil Kumar Khachi has been appointed as the state Election Commissioner with immediate  effect.

In another notification issued by Additional Chief Secretary Personnel Probodh Saxena said that the government |
ordered  retirement of Anil Kumar Khachi, Chief Secretary of Himachal, at his own request with effect from the datehe relinquishes the charge of Chief Secretary. 
 Jai Ram govt relaxed the condition of three months prior notice which is mandatory in such retirement cases.  New Chief Secretary Ram Subhagb Singh would retire in  July 2023,
The sudden removal of Mr Khachi from the state top bureaucratic post was speculated to be a political compulsion of Jai Ram Govt  as some of his cabinet ministers especially Jal Shakti Minister Mahender Singh Thakur were not happy with Khachi
Chief minister himself did no want to remove Mr Khachi has he have reputation of an honest IAS who follows the rules. Khachi remained Secretary in the government of India before becoming the Chief Secretary of himachal.
