HP cader IAS questions Govt decision to appoint jr rank IAS as Chief Secretary

Himachal cadre 1987 batch Indian Adminsterative Services officers questioned the Jai Ram Thakur Government’s decision to appoint Junior rank IAS officer R D Dhiman as Chief Secretary of Himachal Pradesh. In strongly worded memorandum addressed to Governor of Himachal Pradesh, Nisha Singh  , Principal Advisor ( Trg . & FA )  of Himachal Pradesh on Thursday she expressed her anguish over the Government decision to by  pass her seniority without assigning any reason. She stated that she was supereceded by making an officer Chief Secretary who is junior to me . She said that the matter was also raised by her before the government  by taking stride and represented to the Government for definition of role and functions of Senior IAS.  Terming the decision mockery of her representation she saught the Governor to intervene. In earlier representation Ms Singh also had aprised  Chief minister over the decision taken by govt. She had questioned the prudence and empathetic attitude and injustice towards a lady stating that  small mindedness and vileness in the heart of the administration from Chief Secretary downwards is inappropriate for the positive governance and to give a humane face to the Government and administration . She objected that the experience and understanding of a junior officer who has been appointed as Chief Secretary is far less as compared to her . Ms Singh pointed out that could Mr Dhiman advise to  Chief Minister on the official work ? On my representation he couldn’t be involved as he is junior to the her . She said that her supersession had been unwarranted and in total ignorance of the work she have done with sincerety and conscientiousness. ” It seemed that the present administrative dispensation has not been geared up positively towards lady officers and women in general. ” Ms Singh said who is also President of IAS Association. She  also pointed out that she  had many lady officers , both IAS and HPAS , came to her for redressal of injustice done to them and she also tried her best to resolve their grievances. If there is no empathetic attitude and justice towards lady officers where would other women go she  argumed  leaving the matter to the judgment of the Chief Minister.
