Himachal Assy adjourns sine die

Monsoon session of Himachal Pradesh Vidhan Sbaha adjourned sine die in the absence of all Congress members who boycotted the proceedings of the house on the last day of session.

Parliamentary Affairs minister  Suresh Bhradwaj informed in the house that no member of Congress legislative party attended the session on the last day of session and they had moved a notice containing a party resolution before the Secretary Vidhan Sabha, signed by the 17 members.

He said that  provision in the constitutions in the article 179 of the Indian Constitution of India could not be sustained
under such notice should be submit in 14 days advance period before the session, having minimum majority of one third members in the house moreover none of them are in the house themselves.

Chief Minister said that notice is not sustainable technically on the ground of the numbers of member and failing to move it time period of 14 days advance.

Rakesh Singha of CPI(M) said that Opposition have moved a resolution against the speaker however he have utmostregard to the chair whatever happened in the house was unfortunate.

He said that treasury benches should not moved any resolution to reject Cong resolution is it would not set good precedence and aggravating the situation further which is not in the interest of this house .

He said that Parliamentary affairs minister wanted to move another resolution to reject their notice would not have good outcome. I do not want to be part of any such proceeding as I belonged to the opposition benches and like to resolve the
deadlock.  

Making concluding speech before the house was adjourned sine die Chief Minister condemned the Congress members for
moving such resolution against the chair. He said that it is unprecedented that opposition members are not in the house on the last day of Monsoon session.

Congress seemed to be rudderless boat as every member were behaving like top leaders, CM  criticised the leader of the Opposition for allegedly not allowing other members to speak in the houses as he was speaking too much but failed to raisethe serious issue in the assembly and digressed the issue not speaking on the subject listed for discussion.

CM informed the house that this session has been convened  after 15 of August normally since in the past no monsoon session was convened for ten days and so early.

” Congress members also participated many discussion and the house have constructive discussion session.

Speaker said that 402 starred and 184 unstarred questions were raised and replied in the house. He informed the house that
Congress member raised 310 quires in question hours and BJP memmber 239,

Under rule 324 Congress raised seven issue and treasury benches five .

He said that under rule-46 one issue was raised in the house, under rule-61 two issues, under rule-62 as many as 13 issues,
under rule-130 five issues, under rule-324 about 12 issues were raised in the house and under rule-101 four private member resolution were presented in the house and one resolution was passed.

Two bills were discussed and one was passed and one is sent for select committee. He said that 12 statements and 31 reports were presented by the boards and corporations in the house.

Mr Speaker said that the house mourned the demise of former Chief Minister Virbhadra Singh and other three members.
He said that a number of natural calamities took many lives which was also mourned by the house.
