Historic Relief for Technical Education Officers — Petitioners Promoted as Deputy Director (Training) After High Court Intervention
In a significant development for the Technical Education Department, the Government of Himachal Pradesh has implemented the judgment of the Hon’ble High Court of Himachal Pradesh passed in CWP No. 6329 of 2025, titled Lalit Kumar & Others vs. State of Himachal Pradesh & Another, by promoting all three petitioners — Sh. Lalit Kumar, Sh. Sanjeev Sahotra, and Sh. Ravinder Singh — to the prestigious post of Deputy Director (Training) in the Directorate of Technical Education, Sundernagar.
The case, argued effectively by Advocate Ganesh Barowalia, culminated in a series of firm directions by Hon’ble Mr. Justice Sandeep Sharma, first on 04 June 2025, directing the State to convene the Departmental Promotion Committee (DPC) within three months, and later on 06 October 2025, warning of strict action for non-compliance. Acting upon these judicial directions, the Department, after obtaining concurrence of the Finance Department and Cabinet approval, issued the promotion notification dated 03 November 2025.
This outcome marks a major success for the petitioners, who had been awaiting promotion for several years, and stands as an example of timely judicial enforcement of administrative accountability.
Advocate Ganesh Barowalia’s persistent legal advocacy played a pivotal role in ensuring implementation of the Court’s mandate and securing justice for the petitioners.
