Himachal Police Tightens Rules: Only Senior Officers Can Speak to Media

The Himachal Pradesh Police has drawn a firm line on who can brief the media. In a new circular issued by the Director General of Police (DGP), sub-divisional and station-level officers have been barred from making independent statements to journalists. The directive covers all matters related to law and order, crime, investigations, and official policing issues.

The move comes after it was noticed that SDPOs and SHOs were often giving comments to the press — whether about new postings, crime cases, or policing matters. The DGP’s office has now clarified that such practices go against established rules.

Under the new guidelines, only District Superintendents of Police (SPs) and Range DIGs will be authorized to formally interact with the media, and even they must first secure permission from Police Headquarters before issuing any statement.

The circular makes it clear: officers at the SDPO and SHO level cannot share comments, reactions, or information with print, electronic, or social media. Interviews or briefings will only be allowed with written approval from competent authorities.

The DGP stressed that these instructions are rooted in the Central Civil Services (Conduct) Rules, 1964, which prohibit speaking to the media without prior government approval. The Himachal Pradesh Police Act, 2007, and Punjab Police Rules, 1934, also underline discipline and adherence to defined powers.

Senior officers have been tasked with ensuring strict compliance. The headquarters has warned that any violation will invite disciplinary action under service rules and police laws.
