Himachal government’s comprehensive drug prevention policy
In a significant move to combat the growing drug menace, the Government of Himachal Pradesh has introduced the Himachal Pradesh Integrated Drug Prevention Policy. Announced on February 10, 2022, the policy aims to curb drug abuse, rehabilitate drug addicts, and provide alternative livelihoods for those involved in the illegal cultivation of cannabis and opium.
Addressing the Need for a Comprehensive Strategy
The newly framed policy underscores the state’s commitment to tackle the multi-dimensional nature of the drug problem. The state acknowledges the urgent need to establish a holistic drug prevention mechanism, enhance law enforcement, and ensure compliance with the NDPS Act, 1985. The policy also highlights the inadequacies in the state’s previous efforts to curb drug-related crimes and the lack of a dedicated state fund to support drug supply, demand, and harm reduction activities.
Multi-Agency Coordination and Strategic Execution
To effectively execute the policy, the state plans to adopt a four-pronged strategy focusing on drug supply reduction, law enforcement, research and analysis, public awareness, and rehabilitation of drug dependents. The policy emphasizes collaboration with national and international agencies such as the United Nations Office on Drugs and Crime and the Narcotics Control Bureau of India.
Zero Tolerance towards Illicit Cultivation
A key feature of the policy is its zero-tolerance stance on the illegal cultivation of opium poppy and cannabis. The policy mandates strict legal action against offenders and government officials who fail to report illicit cultivation. Additionally, the policy introduces a system for field intelligence collection, crop destruction, and prosecution of offenders. The state will establish a “Joint Cannabis/Opium Poppy Crop Destruction Task Force” to oversee these operations.
Alternative Development Program for Sustainable Livelihoods
Recognizing the socio-economic challenges faced by communities involved in illegal drug cultivation, the policy introduces an Alternative Development Program. This initiative aims to provide sustainable agro-horticultural livelihoods as an alternative to drug crop cultivation. The program will be implemented in mission mode over seven years, with pilot projects focusing on high-income-yielding crop diversification.
