Himachal Goes Digital: New Bill Paves the Way for Seamless, Paperless Property Registration

In a major step toward modernizing land records and easing property transactions, the Himachal Pradesh Legislative Assembly on Tuesday passed the Registration (Himachal Pradesh Amendment) Bill, 2025, setting the stage for a complete digital transformation in property registration across the state.

With Revenue Minister Jagat Singh absent, Education Minister Rohit Thakur introduced the Bill, highlighting its potential to eliminate delays, reduce red tape, and bring transparency to property dealings. “Now, mutations will happen instantly with document execution, and citizens won’t have to make endless trips to government offices,” he told the House.

The new law introduces a host of tech-driven features:

  • Aadhaar-based authentication
  • E-submission of documents
  • Digital signatures
  • Video conferencing for certain transactions
  • Secure digital storage and certified e-copies of registered documents

Additionally, cadastral maps and land descriptions will be digitized and linked to the registration portal, while courts and government departments will transmit orders electronically to registration offices. Advanced search tools will make it easier to access and cross-reference records.

Importantly, the Bill includes strong safeguards for data privacy and security, ensuring that citizens’ information is protected while making the system more efficient and accessible.

According to the government, this reform aligns Himachal’s property registration system with the goals of the Digital India programme, promising a future where land transactions are faster, cleaner, and citizen-friendly.
