Himachal Congress government is leading in financial mismanagement : Nadda
Honorable National President of BJP and Union Minister Shri Jagat Prakash Nadda today on Sunday attacked the sluggish Sukhu government of Himachal Pradesh while addressing a press conference at the BJP state office in Himachal Pradesh. Shri Nadda said that the Congress government of Himachal Pradesh is not able to perform, but is trying to blame the central government for it. Modi government has allocated money for many welfare schemes of Himachal Pradesh, but the Congress government, which is in Kumbhakarna’s sleep, has not been able to allocate even land for those schemes. The people of Himachal Pradesh are unhappy with this government and will give their answer in the coming time. During the press conference, Himachal Pradesh BJP President Shri Rajiv Bindal, MP Shri Rajiv Bhardwaj, Rajya Sabha MP Shri Harsh Mahajan and MLA Shri Vipin Parmar along with other senior leaders were present.
Shri Nadda said that in the year 2018, the concept of Aspirational District was conceived by the successful Prime Minister Shri Narendra Modi and Chamba district from Himachal Pradesh was linked to this scheme. If we look at the parameters and indicators from the year 2018 till now, Chamba district has made commendable progress in 45 subjects like education, infrastructure, agriculture, irrigation and financial inclusion. But some shortcomings were seen in some points, which has been pointed out to the district administration. If any kind of help, input or support is required from the central government on these subjects, then the central government is ready to provide all possible help.
The Honorable National President said that the Sukhwinder Singh Sukhu government in Himachal Pradesh is trying to fabricate a false narrative of the central government neglecting Himachal Pradesh, the truth is that if there has been development in any state of the country, it has happened when the NDA government was in power at the center. When Bharat Ratna Shri Atal Bihari Vajpayee was the Prime Minister, Himachal got a special package. On the contrary, when the Congress was in power, they deprived Himachal of the benefits of a “Special Hilly State”. This has been the history of the Congress. The Congress party has not made any concrete contribution to any major project in Himachal Pradesh. Whatever major development work is happening in Himachal Pradesh today, it either started during the time of revered Shri Atal Bihari Vajpayee ji or is being completed in the last 11 years under the leadership of Honorable Prime Minister Narendra Modi ji.
Mr Nadda said that in the financial year 2025, the Central Government has allocated a budget of ₹11,806 crore for the year-round development works of Himachal Pradesh. Himachal was to get ₹10,681 crore under Tax Revenue Share, out of which ₹8,915 crore has been received by the state till 10 January 2025 and ₹13,285 crore has been given in Grants and Aid. An amount of ₹1,050 crore has been provided for capital investment, industry development and land record digitization. This year ₹2,700 crore has been allocated for Himachal under the Railway Budget. Till date, the Congress government has not given compensation to the farmers of Bilaspur for the acquired land and now the government is not even acquiring new land while this amount has been provided to the state by the Central Government. The limit of Kisan Credit Card has been increased from ₹3 lakh to ₹5 lakh, which has benefited about 10 lakh farmers of Himachal Pradesh. Similarly, about 6.5 lakh people of the state are getting the benefit of income tax exemption on income up to ₹12 lakh. Under the Pradhan Mantri Gram Sadak Yojana, 12,000 kilometers of roads have been constructed in Himachal so far, and 700 new settlements have been connected.
The Honorable National President said that apart from this, many other works have been done, the list of which is very long. Under the Pradhan Mantri Awas Yojana, the BJP government has built and provided 38,000 concrete houses. Himachal Pradesh has been given All India Institute of Medical Sciences, Indian Institute of Management and Triple IT by the Honorable Prime Minister Shri Narendra Modi. Kol Dam was given by the revered Shri Atal Bihari Vajpayee ji and the Honorable Prime Minister Shri Narendra Modi has also provided Hydro Engineering College Central University to Himachal Pradesh. When the natural disaster struck, the Government of India provided assistance of ₹ 1782 crores. On July 10, the Home Ministry released ₹ 180 crores. On July 14, 2023, again ₹ 180 crores were released for Himachal Pradesh. On August 1, ₹ 400 crores were released and on August 7, ₹ 189 crores were again released. A total of ₹1,782 crore was released for Himachal Pradesh under the leadership of Hon’ble Prime Minister Shri Narendra Modi.
Shri Nadda said that now the question arises that how did the state government distribute that money? Was there any sharing of the money? This Congress government of Himachal Pradesh is one of the most corrupt and mismanaged governments ever. This government does not take responsibility for its failure, but blames the Centre. What fund does the Centre have that was not given to the Congress government here? Congress itself is unable to run the government due to its incompetence and is blaming the Central government. If the state government is not functioning, then leave it, but do not blame others. Blaming others, playing the “blame game” to hide your failures will no longer be tolerated. Every year on March 31, the treasury used to remain open till late night, but this time for the first time the treasury remained closed. The Sukhu government of the state is running on WhatsApp. Advertisements worth crores were given on newspapers like National Herald, which are not even printed, and it is being shamelessly said that “This is my paper, I will pay.” Sukhu government has set such big examples of mismanagement. This is the most corrupt and most misgoverned government among the Congress governments, which has crossed every limit of mismanagement.
The Union Minister said that when I became the Union Health Minister for the first time, I got a scheme of Rs 100 crore approved for the Medical Device Park in Himachal Pradesh. ₹25 crore was also released in this, but this is the only state government in the country which returned the money saying that we will not be able to build it. Such a big medical device park should have been built in an area like Baddi. The central government gave a scheme of ₹1,000 crore for the bulk drug park, out of which ₹225 crore was given in 2023, but the state has not been able to use that money yet. In the health schemes from 2014-15 to the 15th Finance Commission, the central government approved medical colleges, nursing blocks and 12 critical care blocks, but not even one was completed. The Modi government approved 11 maternal and child hospitals, none of which is operational. The hospital whose foundation stone was laid last time is closed today.
The Hon’ble National President said that not even one of the Integrated Public Health Labs has been completed. When I was a Union Minister in the previous government, people died of jaundice in Shimla. Then I established the National Center for Disease Control with the blessings of Hon’ble Prime Minister Shri Narendra Modi, but till date the government is sleeping in the land allotment. How is this government running? Is this not Kumbhakarani’s sleep? When there is no performance of any work, then who will take responsibility? Hon’ble Prime Minister Shri Narendra Modi has shown by running an institution like AIIMS in five years, so it means that the fault is not in Delhi, but in those who implement it in Himachal Pradesh. If Indian Institute of Management can be started in Sirmaur in three years, then why not here? The Sukhu government of Himachal is a non-performing government. The people of Himachal Pradesh are unhappy with this government and are atoning for their decision. In the coming time, they will also give their answer.
