Himachal budget passed, assembly sine die

Himachal Pradesh Assembly budget session adjourned sine die a day ahead of scheduled adjournment this afternoon. Before the adjournment of the house, the Government passed the Year 2024-25 bills and appropriation bills. The entire Opposition staged a walkout from the state assembly on Wednesday after the launch break protesting over the suspension of 15 members of the BJP legislative party.

As the house assembled for the budget session this afternoon speaker stated that an unfortunate incident occurred in the house in the morning and yesterday and the Vidhan Sabha employees and members of the BJP misbehaved with him in his chamber yesterday when he was considering the matter of disqualification of six Congress MLAs for violating the party whip he was disrupted by the member of the opposition benches and after having a resolution from the Parliamentary Affairs minister Harshvardhan Chauhan it was passed by a voice vote in the house.

He said that the house was adjourned till 1200 hrs today but members of the opposition did not vacate their seats after the session was adjourned this morning and they kept on also sitting in the house disobeying the speaker’s order and the house could not be assembled till launch break. He said that Opposition members of the assembly who are suspended today also disrupted the proceeding of disqualification of  Congress MLAs who defied the party whip today and a team of Supreme Court lawyers was in my chamber when they created Rakus in my chamber and misbehaved with the security officials.  He said that he would also take appropriate action on the violation of the house discipline and dignity of the speaker.  

Chief Minister Sukhvinder Singh Sukhu presented the financial bills for the discussion which was approved by the voice vote. Since none of the opposition members was present in the house during the passing of the budget all the cut motions were rejected by applying the guillotine.

After Passing all the money bills the parliamentary Affairs minister Harsh Vardhan Chauhan said that the Congress party has issued a whip to all the Congress legislative parties to remain present in the house for the budget session yesterday. They have violated the party whip and the proceeding of disqualification was already pending before the speaker and it is up to the speaker to decide the matter.

Chauhan said that the party also issued the whip today to all MLAs but all the six MLAs of the Congress party also went out of the house and they are not in the assembly. The speaker should also take cognizance of the matter.
