Himachal Braces for Above-Normal Monsoon Rainfall in 2025

The Meteorological Department has predicted that Himachal Pradesh is likely to receive above-normal rainfall during this year’s monsoon season. The state is expected to receive 109% of the Long Period Average (LPA) rainfall. Historically, the average rainfall during the southwest monsoon season (June to September) in Himachal Pradesh from 1971 to 2020 has been 734.4 mm. According to the forecast issued by the Meteorological Centre in Shimla, the monsoon from June 1 to September 30 is expected to bring more rain than usual. Even in June, most parts of the state are likely to receive above-normal rainfall, with the average for the month being 101.1 mm.

High-Level Meeting Held to Review Dam Safety

In light of the forecast for heavier-than-usual rainfall, a high-level virtual meeting was held on Monday to assess dam safety preparedness. The meeting, chaired by Director and Special Secretary (Revenue and Disaster Management) D.C. Rana, reviewed the implementation of safety standards as per the Central Water Commission’s guidelines and the Dam Safety Act, 2021. Officials from 23 dam authorities and the Himachal Pradesh Energy Department participated virtually. A detailed report was presented, covering structural and operational safety of major dams, preventive maintenance, emergency action plans, and coordination mechanisms for timely and effective response during adverse weather.

Government Prepared for Disaster Management

The meeting also reviewed the current status of safety measures under the Dam Safety Act, 2021 and Central Water Commission guidelines. These include the installation and functionality of early warning systems (sirens and voice messaging), dam break analysis, provision of automated weather stations, and satellite phones and docking stations in dam control rooms. All stakeholders were instructed to strictly follow established safety protocols and maintain high alertness throughout the monsoon. D.C. Rana emphasized the importance of strong inter-departmental communication, real-time monitoring, and timely warnings to vulnerable downstream communities. He assured that the state government is fully prepared to mitigate disaster risks and protect lives and property.

Monsoon Devastation in the Past Two Years

The past two monsoon seasons have brought severe destruction to Himachal Pradesh. The state witnessed multiple cloudbursts and flash floods, resulting in significant loss of life and property. In 2023, the state suffered damages worth ₹9,712 crore and lost 509 lives. In 2024, the damage was estimated at ₹1,360 crore, with 342 fatalities. These figures highlight the urgent need for preparedness and proactive measures ahead of the upcoming monsoon.
