Himachal Assembly adopts Govt resolution to form HACC and a Legislative Forum

In a significant move towards combating the HIV/AIDS epidemic, the Himachal Pradesh Assembly has approved a state government resolution to establish the Himachal Pradesh State AIDS Control Committee (HPACC) and a Legislative Forum. The resolution, proposed by Health Minister Dr. Dhani Ram Shandil, aims to enhance awareness and run an effective AIDS control program in the state.

Following guidelines from the National AIDS Control Organization (NACO), the Union Ministry of Health and Family Welfare recommended the formation of a Legislative Forum in each state to encourage political participation in the prevention of HIV/AIDS. The resolution emphasizes the state government’s commitment to eradicating AIDS in Himachal Pradesh by 2030.

According to data from the AIDS control program in the state, there are currently 5561 reported cases of AIDS. Himachal Pradesh boasts 55 Integrated Testing and Counseling Centers (ICTCs) providing free HIV testing facilities.

HPACC’s primary objective is to contribute to the global goal of eliminating AIDS by 2030. The committee will coordinate efforts to provide treatment to the 5561 HIV-positive patients through six Anti-Retroviral Therapy (ART) centers, ensuring free treatment and medication for individuals.

To bolster awareness, the AIDS control society employs various media platforms such as radio, TV, and folk theater. Educational initiatives, including the distribution of information through red ribbons in colleges, clubs, and technical institutes, aim to enlighten the youth and the general public about HIV/AIDS.

The proposed Himachal Pradesh Legislative Forum on AIDS is envisioned as a multi-party group that will convene at least once a year under the chairmanship of the Chief Minister, Speaker of the Legislative Assembly, or Minister of Health and Family Welfare. Members of the Legislative Assembly are encouraged to voluntarily join this forum to discuss and provide guidance on preventing HIV/AIDS.

The forum’s objectives extend beyond awareness to include protecting infected pregnant women and their unborn babies, promoting testing for HIV and syphilis in pregnant women, and implementing prevention, care, and support programs. Additionally, the forum aims to create a supportive environment for individuals living with HIV and their families, reduce discrimination, and facilitate access to health, education, and livelihood services.

The Himachal Pradesh Legislative Forum on AIDS will play a pivotal role in accelerating the prevention of HIV/AIDS, with a focus on extending resources for social protection, reducing discrimination, and providing support to children affected by HIV. This initiative is poised to make a substantial impact on the overall well-being of the affected population in the state.
