Congress government’s claim of “no money received from the Centre” exposed, utilisation certificates also continuously submitted: Harsh Mahajan
Bharatiya Janata Party Rajya Sabha MP Dr. Harsh Mahajan raised an important question in the Rajya Sabha regarding the financial assistance given by the Central Government to Himachal Pradesh under various schemes under the Jal Shakti Ministry and its utilization. In response to MP Mahajan’s question, Union Minister of State for Jal Shakti, Shri Raj Bhushan Chaudhary clarified in the House that the Central Government has provided large scale financial assistance to Himachal Pradesh under schemes like Jal Jeevan Mission (JJM), flood management, command area development and Pradhan Mantri Krishi Sinchai Yojana (PMKSY).
The reply stated that under the Jal Jeevan Mission, Himachal Pradesh received a total of ₹2,163.83 crore in 2022-23, of which ₹1,615.65 crore was spent. In 2023-24, the total available amount was ₹950.52 crore, and ₹859.96 crore was spent. In 2024-25, ₹228.04 crore was available, and ₹189.20 crore was spent. This clearly demonstrates the central government’s continued support to Himachal Pradesh for water supply and rural development.
Apart from this, central assistance of ₹30.16 crore was released to Himachal in the year 2023-24 under the Flood Management and Border Areas Programme (FMBAP), the utilization certificates of which have also been submitted by the state government.
Also, ₹4.37 crore has been released for the project in Haroli block of Una district for the year 2025-26 under the Modernization of Command Area Development and Water Management (M-CADWM) scheme.
The Union Minister’s reply also stated that a total of ₹450.56 crore in central assistance has been released to Himachal Pradesh under the Pradhan Mantri Krishi Sinchai Yojana (PMKSY) over the past years. This includes ₹142.30 crore in 2023-24, ₹113.00 crore in 2024-25, and ₹154.76 crore in 2025-26 (as of January 2026).
Rajya Sabha MP Dr. Harsh Mahajan said that these facts presented in the Rajya Sabha completely expose the Congress government’s false propaganda, which repeatedly claims that Himachal Pradesh is not receiving central funding. He said that the central government is continuously providing financial assistance, and the state government should implement these schemes in a timely manner to benefit the public.
Dr. Mahajan also informed that a total of 9 utilization certificates have been submitted by the Jal Shakti Department to the Central Government under PMKSY, which shows that the funds have been released and the process of its utilization is also underway.
He said that the BJP Central Government is working with full commitment for the development of Himachal Pradesh and will continue to provide all possible assistance to Devbhoomi in the times to come.
