Bitthal Bhai Patel laid foundation of parliamentary dignity & impartial tradition
This council Chamber hall and Vidhan Sabha complex is witness to the number of important historic events in the country today as in 1925 Bithal Bhai Patel was elected first Indian speaker of British Central Legislative Assembly and remained first presiding officer of Central Assembly he laid foundation of Parliamentary dignity and impartial tradition.
President of India stated this while addressing the Himachal Pradesh Vidhan Sabha members and former members of Assembly and Parliamentary at State Legislative assembly on Friday on the occasion of Golden Jubilee Celebration of Himachal Pradesh complete statehood.
He said that during his tenure as first speaker of central assembly the path shown by Bithal Bai Patel by running the house in dignified and impartial manner is today being emulated as a model in parliamentary and legislative assembly. President said that this assembly also gave some renowned speakers during the 50 yrs history of Himachal Pradesh Legislative assembly as first speaker Jaswant Singh to Thakur Sen negi are remembered as best speakers in the country.
President said that he was impressed with the speech of leader of Opposition in the assembly as all the representatives in the house are serving as the tree custodian of people of this state. He said that famous freedom fighter of Kangra Pharigandhi baba Kanshi Ram was among first Satyagrahi (crusaders) who remained in jail during the freedom movement.
President of India also remembered Pt Padam Dev, Shivanadh Raghav and Y.S Parmar for integration of hills areas and constitutions of this hill state worked tirelessly to achieve the compete statehood fifty years ago.
President of India said that number of former political leaders, presiding officers, member of parliament and assembly laid the foundation of a great democratic and progressive values as path shown by them are worth appreciations. Presidentof India said that people of this hill state have firm faith in democratic institutions and to flourishing them as the first voter of India wasdeclared by the election commission of India in Ram saran Negi of Himachal Pradesh in 2014.
Terming Himachal as new landmark of development and progress in the country President said that all country menappreciate this journey of forming this state since 971 under the first chief minister Dr Y S Parmar. President said that role played by the all Chief Minister (belonged to all political party) right from Dr Y S Parmar, Thakur Ram Lal , Shanta KumarPrem Kumar Dhumal and Virbhadra Singh are praise worthy for all round development of this hills state.
Despite scare economic resources this hills states are among the top performing state which have produced the qualified youth brave soldiers and earned the status of fruit state in the Country. President of India also greeted this legislatures and Vidhan Sabha Secretariat for becoming first state in India in 2014 to become paper less Assembly in the country and help to preserve the environment.
President of India said that number of landmark laws were made by this assembly as it introduced legislation to ban the plastic and non-biodegradable garbage control act 1995 and Prohibition of Smoking and non smoker helps act 1997 . He said that water of rivers are pure and its soil is free from chemicals due to the such acts and environment is being preserved .
President of India appealed the farmers of state to follow non-chemical and organic and natural farming by not using the chemical fertilizers. He said that land of state is fertile and use of natural farming would help to make the farmer prospers and save environment.
President said that Himachal Pradesh produce many brave jawan who fight and laid their life fighting for the security and unity of country. There are about 1.20 lakh ex-servicemen in the state and their are hardly any village where youth is not serving in the Indian Defense forces. He remembered great martyr of state .
He said that number of brave soldiers and freedom fighter played important rile for fighting against Britishers and after freedom movement . He said that Ram Singh Pathania was lost his life fighting for the Indian national movement, Paramvir Chakar winner Somnath Nath Sharma, marytar of Kargil Captain Vikram Batra, Param Vir Chakar Subedar Sanjay Kumar and Kargil hero Sorav Kalia are also belonged to this state.
Mr Ramnath Kovid became third president of India to address the special session as earlier to this former President Abdul Kalam Azad and Pranab Mukherjee had been addressed the assembly.
