An employee should remain compulsory post 30 km away for clubbing short stay: Himachal Govt

Himachal Pradesh Government had framed a new policy with regard to the posting and transfer of employees belonging to the Education Department that one should remain posted 30 km away from their home and serving station to complete the compulsory three-year short stay.

A notification issued by the Secretary of Education Rakesh Kanwar stated that the State has adequate educational institutions situated within a short distance from each other in many places. 

It has further been observed that employees of the Education Department often manage to get their transfers to nearby Institutions and thus stay within a radius of a few Kilometers for many years. 

Moreover, there is no provision for clubbing of services or stay for the purpose of transfer in the Transfer Policy and Guidelines issued by the Department of Personnel, on July 10, 2013.

 Resultantly, even if the employees serve a normal tenure of more than three years at various stations situated within a short distance, their tenure is not considered complete if they don’t stay at one particular station for more than 3 years. 

Thus, they manage to remain posted within short-distance stations for a long time which results in vacancies in far-flung areas. This also deprives the employees posted in far-flung areas from the chance to serve in towns & nearby stations.

Thus, after careful consideration of the matter the Government has decided that the continuous services rendered by employees of the Education Department within a radius of 30 Km would be considered stay or tenure at one station, & such services would be clubbed for calculation of tenure for the purpose of transfers.
