Himachal Rises as a Top Achiever under Business Reforms Action Plan (BRAP)-2024

In a proud moment for the hill state, Himachal Pradesh has been named a ‘Top Achiever State’ under the Business Reforms Action Plan (BRAP) 2024, a national initiative by the Department for Promotion of Industry and Internal Trade (DPIIT), Government of India. This recognition isn’t just a feather in the cap — it’s a testament to the state’s growing reputation as a business-friendly destination with transparent governance and forward-thinking policies.

The announcement came during the Udyog Samagam 2025, where Union Commerce and Industry Minister Piyush Goyal presented the award. Representing the state, Ajay Yadav, Principal Resident Commissioner (New Delhi), and Rachit Sharma, General Manager of DIC Sirmaur, accepted the honor on behalf of Himachal Pradesh.

What makes this achievement even more impressive? Himachal scored a remarkable 98% in the national assessment, earning accolades for its reforms in construction permits, healthcare, and the services sector. The evaluation was no small feat — it spanned 434 reform points across 25 critical areas, from labor laws to land administration, and was grounded in feedback from over 5.83 lakh enterprises across the country.

Chief Minister Sukhvinder Singh Sukhu called the recognition a reflection of the state’s commitment to efficient investor services and transparent governance. Industries Minister Harshwardhan Chauhan echoed the sentiment, highlighting the role of technology-driven reforms in making Himachal a more accessible and attractive destination for businesses.

At the heart of this transformation is the Integrated Online Single Window System, which now offers over 150 services under the Himachal Pradesh Single Window (Investments Promotion and Facilitation) Act, 2018. Complementing this digital push are progressive policies like the Industrial Policy 2019, MSME Policy 2023, and Startup Policy 2022, all designed to nurture entrepreneurship and generate employment.

Looking ahead, the state is doubling down on balanced industrial growth, with a focus on sectors like pharmaceuticals, food processing, healthcare, tourism, and wellness. Officials reaffirmed their commitment to time-bound service delivery under the Public Service Guarantee Act, 2011 — ensuring that Himachal’s climb to the top is just getting started.
